With the deepening of the reform pilot of supervisory system in our country,especially the people's procuratorate against corruption bureau,malpractice tort bureau,duty crime prevention bureau department of three policemen after transference supervisory committee,a new supervisory committee faced with the staff of the commission for discipline inspection supervision and transference prosecutors fusion problem,we put forward modern era to the regulator system establishment this proposition.In the creation of the modern ombudsman system,the State Commission for Discipline Inspection of the Central Commission for Discipline Inspection put forward the principle requirements of “based on Chinese historical and cultural traditions,based on national conditions and forming an ombudsman system with Chinese characteristics”.Therefore,in this paper,the author monitors from the grassroots X County.The establishment and operation of the committee began,drawing lessons from the ombudsmen of the Ming and Qing Dynasties during the peak of the agricultural civilization era,and devising the design of the modern ombudsman system in China.This paper expounds the operation status of the ombudsman group in the pilot state from the three aspects of the formation,effectiveness and existing problems of the X County Supervision Committee,focusing on the existing deficiencies.At the same time,the author carefully studies the establishment of the supervisory organs and supervisors in the Ming and Qing Dynasties,the selection,assessment,rewards and punishments of the ombudsman,the legal and regulatory basis for the performance of the ombudsman,the measures and duties of the ombudsman,and the performance of the ombudsman.In terms of effects and limitations,the characteristics of the ombudsman system in the Ming and Qing Dynasties were comprehensively summarized,and their implications were applied to the creation concept of the modern ombudsman system.The author starts with the creation of the name and rank system of the ombudsman with Chinese traditional history and culture,combined with my understanding of the operation of the current discipline inspection and supervision cadre supervision and management system,from the modern ombudsman's professional qualification system,selection and exchange system,training system,The assessment system,reward and punishment system,laws and regulations,organizational guarantee and financial security system,special sequence compensation system,occupational safety and security system,internal and external supervision system,etc.have been designed to provide reference for the creation of modern ombudsman system in China.Meaning of the construction plan and rationalization recommendations.This paper mainly includes five parts: The first part introduces the background and historical and cultural background of the topic selection,expounds the purpose and significance of the research,summarizes the current research status of modern ombudsman system since the reform of the supervision system,and briefly introduces it.The research content and research methods of the thesis analyze the innovations and shortcomings of the thesis.The second part,mainly taking the X County Supervision Committee as an example,expounds the operation status of the grassroots supervision committee and the performance status of the ombudsman group,focusing on the institutional shortcomings in the performance of the ombudsman group during the pilot period.The third part mainly studies the ombudsman system in the Ming and Qing Dynasties.It mainly summarizes the "subject situation" of the ombudsman in the Ming and Qing Dynasties from the two aspects of the central and local supervisory organs and the supervisory officials in the Ming and Qing Dynasties.From the three perspectives of the ombudsman's selection,assessment,reward and punishment,the internal operation and management of the ombudsman during the Ming and Qing Dynasties;the legal and regulatory basis for the performance of the ombudsman,the measures and performances of the performance of duties,In the three aspects of the limitations of performance,the ombudsman's extra-system operation in the Ming and Qing Dynasties was studied.The fourth part mainly combines the improvement of the ombudsman system of the grassroots supervision committee and the enlightenment of the ombudsman system in the Ming and Qing Dynasties.It also conceives the creation of the modern ombudsman system in China.The content mainly includes the name of the modern ombudsman and the supervisory rank.Level system,ombudsman rank and management,monitoring professional qualification system,ombudsman selection and exchange appointment system,ombudsman training system,ombudsman assessment system,ombudsman reward and punishment system,supervision and regulation system,ombudsman organization and financial system,The Ombudsman ' s remuneration and occupational safety system,and the internal and external supervision system of the Ombudsman.The fifth part,for the conclusion part,summarizes the full text and plans and forecasts the research direction of the future ombudsman system.
