Research On Publication Of Prison Affairs In China

In 1988,it was the first time for Henan Prison to introduce the system of "three public and one recommend",It started the publication of prison affairs in China.In the following 30 years of development process,the connotation of open prison affairs is deepened unceasingly,the extension expands unceasingly,and the form is unceasingly rich,which has formed a set of effective prison affairs openness system gradually.The prison affairs publicity plays an active role in promoting the prison management by law,improving the public credibility of the prison law enforcement,improving the quality of the police business and safeguarding the lawful rights and interests of criminals.With the continuous development of social economy,the people have put forward higher demands on the public work of prison affairs.But it also brings questions to prisons.How to do a good job in the inquiry on the protection of secrets of prison affairs?How to effectively integrate the various departments of the prison affairs openness?How to promote the public work of prison affairs by means of informationization?The author tries to find some ideas and inspiration through the comparative study of other public systems at home and abroad,and puts forward his own thoughts on perfecting the public work of prison affairs.The first part of this thesis is an introduction.The second part is the connotation of the open prison affairs system,in which the author mainly introduces the historical evolution of openness in prison affairs and the necessity of openness in prison affairs.The third part is the comparative study of openness in prison affairs.The author compares mainly from two aspects.First,it is compared with the openness of domestic government affairs,judicial openness and public prosecution,so as to draw on its effective practice.Second,it is compared with the information openness system in the United Kingdom,Sweden and Japan to explore the advanced experience of foreign countries.The fourth part is the present situation of the development of prison affairs in Zhejiang province.Taking Zhejiang Prison as an example,the author introduces the principles and main practices of prison affairs openness and existing problems.The fifth part is thinking of improvement of the prison affairs openness.The author puts forward some suggestions on how to grasp several kinds of relations in the open work of prison affairs,how to establish the leading body of prison affairs openness,how to strengthen the inquiry on the protection of secrets of prison affairs openness,and how to strengthen the construction of three platforms in prison affairs openness.The sixth part is the conclusion.
