Research On Promoting The Construction Of Service-oriented Government Based On Big Data Platform

Chinese government has gradually changed its function from a management-oriented government to a service-oriented government,and the construction of the service-oriented government has entered a substantial stage.The Fifth Plenary Session of the 18th CPC Central Committee proposed to implement the big data strategy,rely on massive data collection and accurate data analysis to enhance the scientific nature of decision-making,promote the disclosure of government information,and push forward the construction of a service-oriented government.This paper takes the big data platform construction of Xiamen as an entry point,combines the theoretical analysis and case analysis as the research method to advocate using big data platform to improve the government's service level and quality and also promote the construction of service-oriented government.Meanwhile,it is of practical significance to verify the positive significance of building a service-oriented government based on big data platform by combining the successful cases of Xiamen,focusing on the existing problems and trying to give solutions,which has significantly practical influence.This paper mainly explains the positive promoting function of big data platform in building and realizing an open government,improving government efficiency and service capability,escalating social governance and people's livelihood and promoting citizens' participation in public affairs.Moreover,this paper introduces the effective measures and achievements of Xiamen Municipal Government in promoting the sharing and opening of government big data,strengthening the application of public service big data,promoting the integration of big data and industry,focusing on the innovation of key technologies of big data,and cultivating big data ecological chain industrial clusters.Meanwhile,this paper also takes the typical demonstration project of government big data of Xiamen as a case study,which shows that Xiamen has formed a relatively perfect application system of government big data platform and has vigorously promoted the construction of service-oriented government.The utilization of big data platform,a scientific and technological approach,will vigorously promote the construction of service-oriented government,but at the same time,it should be soberly aware of the new requirements and possible new problems brought to the construction of service-oriented government in the era of big data.This paper points out that Xiamen has many problems,such as the lack of big data concept and thinking,insufficient opening and integration of data,data security problems and lack of compound big data talents.These problems restrict the construction of big data platform and affect the improvement of Xiamen government service level.Furthermore,some specific measures such as cultivating big data thinking and ideas,promoting open sharing and integration of government data,increasing data security protection and cultivating composite big data and etc.can be gradually taken to establish Xiamen's realization path of promoting service-oriented government construction based on big data platform.
