Research On The Challenges And Countermeasures Of Government Data Sharing And Opening In The Construction Of Service-oriented Government

Since the introduction of the concept of big data in 2008,there have been 10 years.In this decade,countries and industries around the world have fully realized the potential value of data,and government agencies are no exception.At the 2016 China Big Data Industry Summit,Premier Li Keqiang mentioned that the government must break the "information islands" and "data chimneys" With more than 80 percent of China's data in the hands of the government,'hiding behind one's back' is a huge waste and should be open to the public except when it comes to national security,trade secrets and personal privacy.At present,the fragmentation,isolation and privatization of public data and information resources are still prominent,and the premise and basis of big data application is data integration,sharing and opening.Therefore,how to strengthen the top-level design,the system construction,and step by step to promote resource sharing and openness,promote government management and service ability,become one of the topics urgently need to study.Based on the above background,this paper first discusses the concepts of government data sharing and opening,as well as the theories related to public management.Secondly,analyze and reflect on the practical experience of data sharing and opening by literature survey.Then,according to the actual situation of Shanghai Jingan district,to find out each department's data needs and analyze the current usage of government data,and put forward the implementation of the whole district‘s data sharing and opening path by interview and investigation.Then put forward the issues such as communication mechanisms,sharing and open standards,data security and personal privacy protection that may be encountered in the promoting of Jingan's government data sharing and opening.Finally,put forward corresponding countermeasures of strengthening the whole application system top design,build a unified sharing open portal,promoting cooperation from all walks of life and explore the data security and privacy protection policies,so as to further promote the usage of government sharing and open data of Jingan district and improve government service capacity.
