With the deepening of reform and opening up,people's material and cultural needs are increasing,and education demands are also increasing.As an important part of national education,non-government funded education developed in recent years,involves the field of education is more and more widely,its responsibility is more and more important,playing a more and more important role.However,in the development process ofNGF education,many factors directly or indirectly even restrict the healthy and orderly development of it.First of all,NGF education has it's own problems,including the interest of investors,layman intervention and so on.Secondly,people has prejudice against NGF education,they think it's only a supplement to public education,a high-fee school that absorbs poor students and ignores the quality of teaching.Third,the government treats public schools differently from NGF education,and the policy orientation is all inclined to public schools,resulting in that NGF education cannot get enough education resources,thus forming a vicious circle.Especially in government,The absence or offside of government will have a significant impact on the normal development of NGF education.The legislative and judicial ACTS of the government determine the legal positioning and legal environment of the key roles of NGF education scholars,investors,and legal person status.The administrative behavior of the government directly affects the regulations and management methods of NGF education in daily operation.The government's attitude towards NGF education indirectly affects public opinion and people's perception of NGF education.To say in the healthy development of non-governmental education associated factors,government,as is the most fundamental factors,in-depth study run by the local government as a research in the development of education,perfect the relevant laws and regulations,private education to promote the transformation of government functions and promote the government behavior,perfect the corresponding supervision system,for the healthy development of private education in China has very important theoretical and practical significance.By means of interviews and questionnaires,this paper takes Poyang,Jiangxi province as an example,to have a deep understanding of various factors restricting the development of private education in this county,and to summarize and analyze the causes of the problems,presented some suggestions from legislation,administration,traditional concepts,government functions,and social supervision.
