Vocational education is an important factor influencing the development of local economy.Governments at all levels have strengthened the leadership and support for vocational education.It can be seen that both central and local governments attach great importance to it.Guigang city is now in the economic and social development of a good opportunity,the demand for vocational education is strong,the urgent need for a large number of skilled professionals.Due to the historical development and other reasons,the current level of vocational education development in guigang city is obviously unable to keep up with the speed of regional economic development,gradually exposed a variety of problems.In addition to the limitation of its own development reasons,the government's inadequate exercise of its functions is also one of the important factors affecting the development of vocational education.How to effectively promote the healthy and sustainable development of vocational education in guigang city and realize the development goal of the 13 th five-year plan of "strengthening the city of human resources" is an important issue facing guigang city government.This paper takes the vocational education of guigang city as the research object and applies the theory of public goods to study the government behavior in the development of vocational education of guigang city.Firstly,this study divides the role of government behavior in vocational education into four functions: planning guidance,legislative regulation,coordination service and supervision and guidance.Second,as a result of the government to promote the development of vocational education in guigang city were analyzed,and the analysis of the results in the process of exercise the functions of vocational education,the "government failure",mainly planning guide is not scientific,imperfect legislation,coordination services,system and supervision lag etc.,points out that gug encountered in the process of government in promoting vocational education predicament and its cause of roots.Finally,the author puts forward countermeasures and Suggestions to improve the government behavior of the development of vocational education in guigang.Strengthen legislative planning and improve legal system construction;Strengthening the transformation of functions and improving the efficiency of overall coordination;We will strengthen institutional development and improve the lagging nature of supervision and guidance.
