On The Consumers' Rights Protection Of Market Supervision And Administration Bureau In Huanggu District,Shenyang

March 15,2014,Law of the PRC on the Protection of the Rights and Interests of Consumers was implemented officially after its first overall revision.This copy carries out the spirit of the 18th National Congress of the CPC,the second and the third Plenary Session of the 18th CPC Central Committee,also sets up many new regulations according to the changes of the current consumption situation.It possesses important significance on the deepening of the reform of market economic system,and the creation of access environment equal and easy,market environment based on fair competition and consumption environment which is save and can offer consumers confidence.This paper is mainly about the study on Huanggu district Market Supervision and Administration Bureau's work about the consumers,rights protection.After its institutional and functional integration,Huanggu district Market Supervision and Administration Bureau,as a functional department about the consumers' rights protection,has implemented plenty of measures to protect the consumers' rights.In despite of certain effects,there has also revealed several issues.There are inevitable short-boards about the daily supervision and the acceptance of consumers' complaints.In this paper,the current primal problems and the causing factors are expected to be found through the study on Huanggu district Market Supervision and Administration Bureau's work about the consumers,rights protection.And according to these,effective measures are expected to be discovered,in order to strengthening the consumers' rights protection and creating the consumption environment about which the consumers have confident,thus certain contribution to the economic construction of Huanggu district can be made.In this paper,plenty of practice researches have been done;the primary coverage,forms and measures of the current consumes' interests protection work of Huanggu district Market Supervision and Administration Bureau are considered;and the weaknesses of the law enforcement philosophy,the law enforcement team and the judicial efficiency during the consumers' interests protection work are analyzed.In the aim of coping with these issues,with the practical characteristics of local district being put into consideration,several solutions are proposed,which include the linkage law enforcement,the enhancement of the law enforcement officials' professional ability,the establishment of the supervision idea that 'consumer' is the foundation,the construction of 'open supervision'pattern and the right treatment to the professional strikers against the fake during the law-enforcement.Particularly,the professional strikers against the fake can be developed into an assistance force to the government's supervision,this can regulate the market environment way beyond it can be estimated.
