| Planned distribution is the main channel for the current military demobilized cadres,and is also the top priority of military resettlement work.Since the founding of the People’s Republic of China,this type of resettlement has been used ever since.However,with the continuous advancement of national defense and military reforms,the number of resettlement has increased year by year in recent years,and local resettlement tasks have become more serious.At present,it is facing deepening the reform of the party and state institutions.The pressure for rationally resettling the military to cadres is increasing day by day.The ideological concepts of some military cadres are not open enough.The goal of resettlement is too concentrated in the system.It is difficult to achieve appropriate personnel and personnel.appropriate.To this end,how to recognize the current situation,further rationalize ideas,analyze problems,and timely revise and improve relevant policy systems is a topic that needs to be studied and resolved in the current military resettlement work.Based on the latest policies of the current state and military on the resettlement of military personnel,this paper combines various methods such as quantitative analysis,qualitative analysis and feasibility analysis according to the ideas of asking questions,analyzing problems and solving problems,and summarizing the current plan to allocate resettlement policies.On the basis of taking Jiangxi Province as an example,an in-depth analysis of the planned resettlement situation in Jiangxi Province is carried out.It is believed that there are four problems in the current military demobilized cadres: first,uneven geographical placement;second,excessive resettlement willingness;The implementation of the resettlement policy is not thorough enough;the fourth is that the resettlement measures are not perfect.The main reasons for these problems are: first,the imbalance of regional economic and social development;second,the gap in the welfare of the industry;third,the current plan to allocate military to cadre resettlement policies is not perfect.Drawing on the experience and practice of foreign retired military personnel resettlement,combined with the reform of China’s military demobilized cadre system,we have put forward a preliminary plan for the planned reform of the resettlement system for military-transfer cadres: one is to gradually form the professionalization of officers;the other is to improve the professional officers.Career development and job security;third,to solve the employment of demobilized cadres through market means;fourth,to establish a system for the selection and exchange of military cadres;fifth,to establish and improve the legal security system for retired military personnel.The reforms proposed in this paper can provide theoretical support and practical reference for improving and advancing the resettlement work of military demobilized cadres. |
