Military cadre withdrawing from active service to local work is an important system of the Communist Party,the nation and the army.Since 2001,military demobilized cadres of planned allocation are usually placed in local administrative organs and institutions,constituting the Party and the nation's valuable fortu ne as well as an important part of public human resources and an important force to build socialism with Chinese characteristics.Especially,the unique green talents demobilized back to Shanxi Province,after years of military service training,have themselves gained many work experiences and higher overall qualities.For a long time,they have been giving full play to their strength and playing an important role in the continuous development of various undertakings in Shanxi Province.However,during the current plan of allocating demobilized military cadres,some of them are not adapted to new posts and they accomplish nothing and even are required to go back to the military.This kind of non-suitability not only dampens the enthusiasm of demobilized military cadres and wastes valuable human resources but also affects the normal operation and credibility of local units.Therefore,how to make military demobilized cadres of planned allocation suit new posts in Shanxi Province or broader must be faced and solved so as to promote the "Six Major Developments of Shanxi Province" and to further deepen the military and national defense reforms as well as the reform of public human resource system.This paper starts from the fundamental theories and conceptutal def initions of personnel-post suitability for placement of military demobilized cadres.Based on field survey of the allocation policy,post setting,training and education,and face-to-face interviews with various supervising departments,over 160 military d emobilized cadres of Shanxi provincial planned allocation,and receiving units,it organizes and presents the information logically and reflects maximally the ecological and psychological features of military demobilized cadres in a narrative way.Then it points out the non-suitability problem between personnel-post in the allocation of military cadres of Shanxi Province.Then in accordance with the complete placement process,it specifically analyzes the key reasons for the two-way bondage,propensity while developing the placement plan,and formalization in the education and training process which are brought by the current policy of "Point-based Post Selection".In the end,this paper proposes suggestions for personnel-post suitability of military demobilized cadres of Shanxi Province,including mechanism of laying equal stress on fairness and efficiency,scientific and reasonable placement plan,and practical education and training,which provide reliable advice and pathway for realizing the planned allocation of military demobilized cadres featuring "The post gets the person,the person gets the post,the person suits the post,and the two bring out the best".Besides,it also provides references for the placement of military demobilized cadres in the whole nation.This paper elaborates the related groups' attitude toward Shanxi's current placement situation mainly through face-to-face interviews with military demobilized cadres and receiving units,and through discourses from internal and external perspectives.It points out the problem of personnel-post non-suitability in the allocation of military cadres,and finds the reasons for the problem and solutions through analyzing the interview records,ensuring authenticity and objectivity of the problem analysis.The pathway exploration runs through the whole process of the placement of military demobilized cadres,focuses on basic points,and highlights the key points in order to create a complete pathway.
