The modernization of the rural governance system and governance capacity is not only an important basis for the modernization of the national governance system and governance capacity,but also the only way to the path of socialist rural renewal with Chinese characteristics.The 18 th National Congress officially proposed to vigorously improve the level of modernization of grass roots social governance,since then,rural governance has achieved many results,but there are still governance limitations on rural governance subjects,rural governance objects and rural governance outcome.The underlying reason is that there are many weaknesses in the governance of rural governance in the rural governance,resulting in poor performance of rural governance.To change the phenomenon of simplification of the main body of rural governance,it is necessary to push rural governance towards a coordinated development of multi-subjects.As one of the endogenous subjects of the rural areas,the peasant cooperative economic organization participates in rural governance.On the one hand,the participation need of peasant cooperative economic organizations is of great importance to the breakthrough of the current rural governance dilemma in rural governance.On the other hand,the peasant cooperative economic organization itself not only has the organizational capacity and internal logic to participate in rural governance,but also has theoretical support and national policy support for participating in rural governance.Based on this,this paper explores the participation status of peasant cooperative economic organizations in rural governance,and constructs a participation framework of peasant cooperative economic organizations to participate in rural governance from the three dimensions: participation awareness,participation attitude and participation behavior;Field research and in-depth interviews with peasant cooperative economic organizations were conducted in rural governance in Chongqing,Guizhou,Central Anhui and Eastern Zhejiang;Based on extensive understanding and full research on the status of peasant cooperative economic organizations participating in rural governance,this paper analyzes three typical cases of organizations participating in rural governance: The peasant cooperative economic organization in the tobacco-producing areas of the Daozhen Autonomous County of Guizhou Province in the western region,the peasant cooperative economic organization in Wannian Village,Huailin Town,Anhui Province in the central region,and the Xiaofeng Grain and Oil Farmers Professional Cooperative in Hangzhou,Zhejiang Province in the eastern region and sorts out the different participation paths,decentralized,unified and separate participation modes of the current peasant cooperative economic organizations in participating in rural governance and their participation in participation awareness,participation attitude and participation behavior.Based on the analysis of multiple cases,this paper uses the normative research methods and empirical research methods to explore the reasons of current peasant cooperative economic organizations' dilemma in the participation of the rural governance,and then proposes countermeasures and suggestions to promote the participation of peasant cooperative economic organizations in rural governance.This paper hopes to break through the current rural governance dilemma and contribute to the promotion of good governance in rural area by putting forward the countermeasures for peasant cooperative economic organizations to participate in rural governance.
