In recent years,there have been more and more discussions on the socialization reform of public services such as “public service outsourcing”,“public service public-private cooperation supply” and “public service privatization”,and the results are fruitful.However,few studies have explored the problems of private enterprises as public service undertakers in the process of public service socialization from the perspective of private enterprises.Based on in-depth study of relevant theories and drawing on relevant research results,through the theoretical explanation of the "Cream-skimming" behavior of private enterprises in providing public services,combined with relevant case studies,this paper explored the mechanism of its occurrence and provided the practical measures to correct this problem.This paper expects to maximize the potential of the pluralistic cooperative supply system of public services by renewing the idea,improving the legal system,innovating the mechanism and strengthening supervision,so as to optimize the structure and mode of the cooperative supply of public services between the government and private enterprises so as to further promote the sound development of the socialized reform of public services in China.Following the train of "asking questions-analyzing problems-solving problems",this paper was divided into six chapters and discussed the "Cream-skimming" phenomenon in the socialization reform of public services in China.The Chapter one mainly reviewed the relevant research results,established research ideas and chooses research methods.Chapter two mainly made a theoretical analysis of the "Cream-skimming" behavior of enterprises,excavated the principle of the "Cream-skimming" problem in terms of theoretical origin,and analyzed the reasons for its growth in the public sphere based on different theoretical perspectives.Chapter three combined with practical cases to summarizes the "Cream-skimming" behavior of private enterprises,and analyzed its negative impact on the government,social organizations,citizens and the whole process of public service socialization.Chapter four analyzed the causes of "Cream-skimming" in the reform of public service socialization from three perspectives: intrinsic value,system design,operational mechanism and responsibility chain.Chapter five analyzed the path of solve the "Cream-skimming" in the reform ofpublic service socialization from many dimensions.The chapter six briefly summarized the full text.The paper held that the change of "Center-Margin" Thinking and transformation from “collaboration” to “cooperation” should be realized from five aspects: strengthening the public spirit,perfecting the relevant supporting legal system,building equal cooperative relations,optimizing operation mechanism and restoring the chain of public responsibility.Only in these ways can we promote the establishment of a transparent,mutually beneficial,cooperative and mutual trust public service cooperation system between private organizations and the government,social organizations and the public,...
