Research On Government Supervision In The Governance Of Tourism Disorder In Lijiang

The report of the Nineteenth National Congress of the Communist Party of China made a major judgment that socialism with Chinese characteristics has entered a new era,pointing out that "the main contradictions in our society have been transformed into the contradiction between the people's growing need for a better life and the unbalanced and inadequate development." People's living needs are becoming more and more extensive,not only putting forward higher requirements for material and cultural life,but also increasing demands for democracy,rule of law,fairness,justice,security,environment and so on.It calls for "building a pattern of social governance of co-construction,co-governance and sharing".Tourism,as a comprehensive economic activity based on public resources,involves transportation,communication,culture,municipal administration,accommodation,food,lifestyle and other fields.Its healthy and orderly development is an important way to meet people's pursuit of a better life,and also an important reflection of the government's social management ability.Yunnan is a major tourism province in China.After 40 years of rapid development since the reform and opening up,Yunnan has made remarkable achievements and become the main destination of domestic tourism.However,since 2016,the tourist industry in Yunnan Province,especially in Kunming,Lijiang,Dali,Diqing,Xishuangbanna and other major tourist hotspots,has successively witnessed tourists' scolding by tour guides,fraud induced by travel agencies,high prices of shopping malls and travel-related public security incidents.Tourist complaints have remained high,and frequent tourism chaos has been subjected to social unrest.Widespread criticism from all walks of life has even triggered a large number of online public opinion incidents.The competent department of industry under the State Council pays great attention to it,and many places in Yunnan have been warned of accountability for it.The optimization of tourism environment is an important part of building a new pattern of co-construction,co-governance and sharing social governance.The concentrated outbreak of tourism chaos not only disrupts the pace of local economic development,seriously affects the progress of social civilization,but also reflects the deficiencies and deficiencies of the government in the management of tourism market.How to improve the government's regulatory capacity and effectively rectify the tourism chaos is an urgent need to promote the overall situation of tourism and even harmonious and stable development in the province.Based on the government's supervision in the management of tourism chaos,this paper applies the theory of multi-center governance to the study of government supervision in the management of tourism chaos in Lijiang.By using the methods of literature,interview and case analysis,through the investigation and study of the tourism market dominated by Lijiang,the paper adopts the method of consulting the documents and materials of the government and relevant departments.Visit management departments,travel agencies,travel passenger transport companies,tour guides' associations and other institutions,tourists and industry practitioners,collect various media reports and analysis materials,and widely understand and grasp the tourism market information and the occurrence of tourism chaos.Guided by the problems existing in the tourism market,and compared with the tourism industry of various government departments,according to the functions and responsibilities of various government departments in tourism market management,this paper analysis of teasing out the government in tourism market regulation and market order maintenance of tourism market supervision and law enforcement neglect slack,government regulators linkage absence of governance,market admittance threshold etiology of supervision,and comprehensive planning of the scenic spot function is not complete,guild self-discipline function can be evaded the five problems,gives a prominent functions of the government in accordance with the specification tourism market,perfecting the government regulation multilateral governance system,Perfecting the Multi-party Governance System of Government Supervision,strengthening the government's overall planning of tourism development,Increase the government's efforts to improve infrastructure,improve the government of the tourism market management service level of five improvement direction and measures.Taking Lijiang City as an example,this paper tries to find out the deep-seated causes of tourism chaos by listing the problems in the industry and market supervision of the government,and further clarify the objectives and ideas,and put forward countermeasures and suggestions,with a view to emancipating the mind,promoting the innovation of tourism management system,mechanism and policy,and adapting to the new tourism market pattern.With the new requirements,we should establish and improve the management system under the new situation and optimize the mechanism of orderly development of the tourism market.
