Study On New-type Urban Community Governance Of Fengze District In Quanzhou City From The Perspective Of Multi-center

Under the dual structure of “state and society”,the mode of community governance in China starts to transform from the mechanism of vertical governance from government itself to the multi-agent community formed by local government,community organizations,social organizations,community residents and market organizations.Based on the multi-agent community governance theory,this paper constructs the bipartite graph of both traditional and new community governance.With the development of community organizations,social organizations and civil society,the traditional mode in which government plays the leading role begins to change.Government starts to release some power in order to provide more space for other agents to get involved in community governance and finally achieve multi-agent community governance.Government pays more attention to its function of guidance and service and participates in community governance as a main partner in some fields.Taking Dongfeng Community of Fengze district as an example,this paper analyzes the concrete practice of multi-agent community governance and the logic behind those practices.Furthermore,integral features,existing problems during the process and influencing factors are also demonstrated in detail.One of the findings shows that the release of government power and the development of civil society are not mutually exclusive.And such kind of change does not mean that government power compromises to market economy.In new community governance mode,government consciously foster community organizations,social organizations and civil society.But during this process,government still has strong administrative authority and the mutual embedment of different agents is also under this authority.Based on the foreign experience,with the development of economy and civil society as well as its discourse power,different agents seek for common grounds during interactions and finally community structures changes continually.At the same time,government will change its development path from authority and vertical governance to service as well as civil society will transform its path from absolute obedience to negotiation.To improve the new community governance,government should take measures like accelerate the change of its functions,establish a service-oriented government,expand the access for non-profit organizations to get involved in community governance.Community should promote the self-establishment of community organizations,improve interests distribution and expression mechanism and so on.
