Research On The Evolution Of Resettlement Policy For Retired Soldiers Since Reform And Opening-up

The resettlement of retired soldiers refers to the process in which the relevant government departments help those soldiers who retire from active service to realize the transformation of their professional identity and re-socialization.Setting up retired soldiers is the basic work to strengthen the construction of the Chinese army.This paper makes a thorough study of the policy of resettlement of retired soldiers since the reform and opening-up through interviews and documentation,analyses the reasons,main contents and effects of the policy evolution,summarizes the changing law of the policy of resettlement of retired soldiers,combs out the common characteristics of the policy changes through its own reflection on the policy of resettlement of retired soldiers,and then puts forward the policy of promoting the resettlement of retired soldiers to move forward.Suggestions for development.Since the reform and opening up,the resettlement policy of retired soldiers can be divided into three sections.The resettlement policy of retired soldiers issued after 1978 is influenced by the background of that time.It follows the resettlement policy of "where to come and where to go".That is,the resettlement of retired soldiers of urban origin is organized by the government,and that of retired soldiers of rural origin is engaged in agricultural production,reflecting the characteristics of mandatory distribution.In 2004,the Ministry of Civil Affairs promulgated the policy of self-employment resettlement.Most of the ex-servicemen resettled in private enterprises gave up their job resettlement treatment and chose to start their own businesses after receiving self-employment subsidy.The emergence of self-employment resettlement policy eases the pressure of government resettlement,and better safeguards the interests of retired soldiers.In addition to improving self-employment,insurance relationship transfer and legal accountability,the most prominent feature of the policy promulgated by the State Council in 2011 is the unified implementation of monetary compensation and the cancellation of the waiting period for the resettlement of retired urban soldiers.Fairness has greatly promoted social equity.From the evolution process of the above policy,it is found that the resettlement policy of retired soldiers has been changing and tending to be perfect,but there is still room for refinement.The resettlement policy of retired soldiers needs to speed up the process of legalization,strengthen the preferential care for plateau soldiers,highly educated soldiers and other groups,and implement the follow-up security of retired soldiers,so as to truly safeguard the rights and interests of retired soldiers.
