At the beginning of the founding of new China,the employment placement of retired soldiers was major government-leading,state departments at all levels established special resettlement institutions to assign posts uniformly.Recently,the number of retired soldiers has increased significantly and great changes have taken place in China’s employment system.State-owned enterprises,government-affiliated institutions and especially government agencies and units have less posts for retired soldiers.Therefore,the pattern,that government assign posts uniformly,can not meet the requirements of the employment situation in the new era.This paper studies the problems of independent employment placement of retired soldiers in Siyang County,Jiangsu Province.This paper uses the methods of literature research,comparative research and questionnaire to study this problem.This study puts forward feasible suggestions for the local Veterans Affairs Department,and provides a certain theoretical basis for the research on the employment placement of retired soldiers.Firstly,this paper introduces the research status at home and abroad and briefly comments on the research status.Secondly,this paper explains the involved concepts of retired soldiers、employment of retired soldiers and independent employment of retired soldiers.Then this paper introduces the relevant theories,public service theory,service-oriented government theory and employ-ability theory and equity theory in detail.Thirdly,it describes the current situation of independent employment of retired soldiers in Siyang County from five aspects:the process of the independent employment of retired soldiers in Siyang County,employment satisfaction,ways of employment,income situation and enthusiasm of employment training.Then the paper analyzes the problems and the relevant causes of independent employment of retired soldiers on the basis of the current situation in detail.The mean problems are:low post level、low income、one-sided view of employment、strong independence on the government、lack of understanding of the placement policies、poor effect of the employment training and so on.The main causes are:the ability and quality defects of retired soldiers、the lack of effective career planning、not enough employment support from the government、lack of effective career planning guidance、poor organization of employment training、not strong enough policy publicity.For solving the existing problems,the paper chooses 4 domestic counties,Kelan County,Shanxi Province、Yushe County,Shanxi Province、Songyang County,Zhejiang Province、Jingning County,Zhejiang Province to use the experience of them for reference.Finally,the paper put forward some feasible suggestions from 4 aspects:government、society、retired soldiers and other aspects,such as:strengthen policy publicity、objective self-evaluation、formulate relevant preferential policies for starting a new business or furthering education and so on.
