Research On Moral Hazard Prevention In The Implementation Of Agricultural Support Protection Subsidy Policy

Moral hazard is a specific type of economic and social risk.It is highly concerned by different disciplines and has a wide range of theoretical connotations.Under the perspective of public policy,moral hazard is closely related to the behavior of public policy subjects,and its manifestations are diverse;The behavior of public policy subjects is also the product of the public policy system elements acting on the public policy process.Based on this,this paper reproduces the policy implementation process by defining the moral hazard in the implementation of agricultural support protection subsidy policy,and studies the implementation process of the policy system element in the implementation process of agricultural support protection subsidy policy and output deviation behavior.Then the moral hazard performance and its impact were formed,and the nature and causes of these performances were discussed in depth,and the prevention concepts and measures were put forward.The research shows that the moral hazard in the implementation of agricultural support protection subsidy policy is manifested as the strategic behavior of the target group,the selective coping behavior of the executive body of the official policy,the “collusion behavior” between the target group and policy executive subjects;This not only reduces the effectiveness of the agricultural support protection subsidy policy,but also damages the beneficiary rights of the target group and even distort the value orientation of public policy.Through these forms of expression,it can be seen that its essence is man-made non-compliance,which is embodied in the strategic nature of the target group,the dereliction of duty of the executive body.The reason why the agricultural support protection subsidy policy implementation moral hazard is that the public policy system element acts on the agricultural support protection subsidy policy implementation process and the output deviation behavior,which leads to the actual deviation of the policy implementation from the policy goal;It is the result of the combined effects of the inherent contradictions of the policy system elements,the choice of policy implementation effects,and the vacancy of policy safeguards.Then,to guard against the moral hazard in the implementation of agricultural support protection subsidy policy,it is necessary to use the public value and public interest concept to guide the value expectation of public policy subjects and integrate the plural interests of public policy subjects.At the same time,by constructing a sound information management system,rationally guiding the value orientation of policy subjects,and debugging the relationship between formal and informal institutions in rural areas,the internal contradictions of the elements of public policy systems are adjusted;and the power relations in policy implementation are correctly handled to regulate public affairs.Policy executive role,optimize public policy implementation preferences,to control the selective implementation of agricultural support protection subsidy policy executives;strengthen policy implementation in policy implementation,improve public policy implementation performance assessment,to strengthen agricultural support protection subsidy policy safeguards.Through the combination of ideas and measures,prevent moral hazard in the implementation of agricultural support protection subsidy policies.
