Since the reform and opening up,with the rapid development of China's economy,great changes have taken place in the social economy and distribution structure.The multi-dimensional social interests have basically taken shape.At the same time,the main body of governance of public affairs has also shown a trend of diversification..However,with the deepening of the reform process of China's political administrative system,the modernization of the country's governance system and governance capabilities has continued to advance,and the composition,functions,and behaviors of our country's public policy enforcement have become increasingly complex.Therefore,to explore the relationship between multiple entities in policy implementation can avoid political implementation deviation and improve the efficiency of policy implementation.As a new type of economic organization,the incubator not only supports start-up companies and accelerates the transformation of scientific and technological achievements,but also helps the government to improve its management functions,provide public services for start-up companies,and bear the bridge between the government and start-up companies.The current research on incubators and government is mainly the provision of incubator public service models and public service functions.In terms of policy implementation,there is a lack of understanding of the role of incubators.This paper takes the incubator as the research object,and puts the incubator in the implementation of the government's R&D subsidy policy to explore its role and significance,and tries to construct the theoretical framework of the incubator's policy implementation from a new perspective.This article adopts a combination of qualitative research and quantitative research.Firstly,through inquiring about the government's R&D subsidy policies,incubators and related documents of start-ups,we summarize the existing historical experiences of policy implementation,incubator development,etc.Secondly,we conduct questionnaire surveys on incubators and start-ups in the X campus;then we interview Zhang Jiang on the spot.Executives of policy executives,incubators and start-ups of the Commission.Lastly,SPSS was used to conduct statistical analysis on 21 incubator questionnaires and 246 incubator questionnaires.Through statistical analysis of the questionnaire and field interviews,the following conclusions can be drawn:(1)The incubator effectively promotes communication and exchange between the government and the startup.(2)The incubator can also play a positive regulatory role in the implementation of government R&D subsidy policies.The different types of services provided by incubators have different promotional effects on the implementation of government R&D subsidy policies.Among them,investment and financing services have the greatest role in promoting government subsidy effectiveness,followed by networked services,management training services,and basic property services.The promotion is minimal.Therefore,in conjunction with the role of incubators in policy implementation,from the perspective of coordinated implementation of multiple entities,the government should pay attention to the adjustment mechanism of incubators in policy implementation during the implementation of future policies,and build communication between governments,incubators and enterprises.Oversight system,and continue to strengthen support for incubators,foster innovation,diversified incubation system.
