With the acceleration of the national urbanization process,the demand for construction land in the country has soared,and the existing urban construction land is insufficient,which makes the supply of land market less than demand,and it is difficult to meet the needs of urbanization.Contrary to this,in the vast rural areas,land resources are wasted and left idle.The Party and the state are based on the overall situation,and with a vision of development,they will coordinate and solve the above two problems at the same time.In 2015,the State Council initiated the pilot work of agricultural land entering the market,decided to reduce the threshold for rural collective construction land use,and improve its power so that it can enter the market with the same state-owned construction land,with the same price.Allowing rural collective construction land to enter the market,has an irreplaceable role in the optimal allocation of existing land resources,the establishment of a unified urban and rural construction land market,the reform of China's land system,and the construction of new urbanization.However,the Third Plenary Session of the 18 th Central Committee of the Communist Party of China,"The Decision of the Central Committee of the Communist Party of China on Comprehensively Deepening the Reform of Some Major Issues"(hereinafter referred to as the "Decision" of the Third Plenary Session of the 18 th Central Committee)only made a directional regulation on the transfer of rural collectively-operated construction land into the market.Putting this work into practice and making it legally and policy-bound,it also requires more scientific and rigorous planning and practice by decision makers at all levels.This paper has carried out a systematic study on the situation of rural collectively-operated construction land entering the pilot area.The full text has four parts,totalin g 22,000 words.The first part: related concepts,basic overview,era value and policy evolution of rural collective construction land use.Firstly,the concept of rural collective construction land,rural collective construction land use rights and market entry is defined.Secondly,the formation,stock and distribution of rural collective construction land are expounded,and then the time value of the market entry is analyzed.Finally,the three stages of its policy evolution are summarized.The second part: the exploration of rural collectively-operated construction land into the pilot area of the city.Firstly,for the four years,the overall data collected in the work of 33 pilot areas across the country will be compared and analyzed,and a comprehensive understanding of the overall situation of entering the market in the pilot area will be obtained.Then,the effects of the pilot areas have been analyzed separately from the three aspects of entering the market,entering the market and adjusting the land value-added income.The third part: the problems existing in the pilot areas of rural collectively-operated construction land.This part summarizes the following four problems in the transfer of rural collectively-operated construction land in the pilot area under the existing land system: the main body of the market is not clear,the mortgage financing is difficult,the income distribution mechanism is not perfect,and the “three land” reform Failure to co-ordinate.The fourth part: puts forward five countermeasures and suggestions to solve the pilot problem of rural collective construction land use entering the market,namely,clearing the main body of the market,comprehensive means to promote financing,pushing into the city's income distribution,building and sharing,and promoting the reform and modification of the "three blocks".The provisions of relevant laws.
