A Study Of Agenda Setting Of "Political Inquiry Moment"

The “Political Inquiry Moment” is a large-scale TV affairs and political program co-sponsored by the Xi'an Municipal Government and Xi'an Radio and Television.The program has been in operation for two years since its inception in 2016.The program is based on "listening to the voice of the people,responding to the demands of the masses in a timely manner;inspecting the public opinion,taking the initiative to accept supervision by the masses;promoting rectification and reform,establishing a long-term mechanism";The program fully applies public participation to government governance,and actively explores new models of government governance,resulting in greater social influence.The agenda setting theory analyzes the restrictive relationship among media agenda,public agenda and policy(government)agenda and how to influence the audience's understanding on some issues through mutual restriction.The deepest concern is concerned about media and democracy.The paper argues that “Political Inquiry Moment” has achieved a three-way interaction between the media agenda,the public agenda,and the policy agenda.So it has achieved good media effects and social effects.The author systematically studies the program agenda of “Political Inquiry Moment” to explore how local TV stations can highlight the encirclement and create a good communication effect through the agenda structure.The thesis starts with the study of the agenda structure of “Political Inquiry Moment”,and systematically sorts out the respective mediations of the media agenda,the public agenda,and the policy agenda,and the interactive path.By sorting out new media consultation information and issuing questionnaires,etc.,the paper further analyzes the media effects and social effects of “Political Inquiry Moment”.The author points out that the program has a significant effect in reshaping the credibility and influence of TV stations and promoting social democratic progress;on this basis,a number of development and improvement ideas are proposed for the limitations of the TV policy process,in order to better promote the development of China's democratic politics.
