With rapid development of economy and further step of economic reform during the era of open and reform in China,call for further democratization is emerging and growing.As to achieving democracy within Chinese presenting political framework,many political scientists have come to the same conclusion.However,at the same time,even at different times there are so many different perspectives and views when we talk about the ideal way leading to democracy,eg.,from "Authoritarianism" in 1980' s to "Grass-root democracy" in the early 1990' s,from "Intra-party democracy" in the late 1990' s to "Deliberative Democracy" recently.Neverhteless,just as Pro.Pu Xingzu said that we have got so many,but not so big,fruits from Chinese political development.Thus,here we have a question:how can we promote democratization effectively in China? Through reseraching about political changes from the perspective of policy agenda-setting in China in 1954~1966,this desertation tries to find out the reasons of political changes at that time.Generally speaking,the ultimate purpose of this desertation is to seek an effective way for Chinese democratization.This desertation concerns on the vast changes of policy agenda-setting model in China in 1954~1966,with the throretical instruments of Kington' s multi-stream agenda-setting model and Warren' s research on therelationship of democracy and trust,and analytic instruments of historical analysis,institutinal analysis,documentary analysis, empirical analysis and psychoanalysis.This desertation gives emphasis to the functions of some important political bodies,such as CPC, democratic parties and the media,during the process of agenda-setting, and tries to describe the changing line of policy agenda-setting model in China from 1954 to 1966—from "YIZHUDUOYUAN" to "ZHONGGONGYIDANG", and then to "LINGXIUYIREN".As a result,political bodies that can participate in the process of agenda-setting became less and less.This desertation holds that the vast political changes in China in 1954-1966 depends on two key changes of policy agenda-setting model growing at that time.The direct reason of the changes lies in the hard limitation of agenda-setting:Socialism and the leadership of CPC, whereas the deep reason may be rooted in uninstitutinalization of the succeeded model of the top leader.Finally,the last part of this desertation states that the gradual institutionalization of the succeeded model of the top leader and the increasing multiplicity of the agenda-setting body in 21st century has been ensuring that more and more political body be involved in the process of policy agenda-setting institutionally.Meanwhile,it also has been paving a realistic way for Chinese democratization.
