On Judicial Appraisal Management In The Background Of Big Data

Forensic appraisal which is a key phrase of litigious activities place a more and more important position and function in litigious activities and maintenance and promotion judicial justice.Forensic appraisal is increasingly used in litigious activities,in the meantime,many problems in forensic appraisal has been exposed,which could not play it's due role.The unified and standardized management system of forensic appraisal is a trend of the development of forensic appraisal.The promulgation and implementation of the Decision on theAdministrationof Forensic Appraisal by the Standing Committee of the National People's Congress(hereinafter referred to as the decision)signals the management system of forensic appraisal changes form multi-thread and decentralized to unified and intensive.But there are many problems in unified forensic appraisal management,for example,the standards offorensic appraisal management system are not uniform,and the management information system forensic appraisal are imperfect,and the supervision of forensic appraisal are ineffective.Therefore,with the context of rapidly developing Big Data and artificial intelligence,it is a trend that introduce Big Data which will promote a scientific,dynamic,standard,unified forensic appraisal management into forensic appraisal management system.The application of Big Data will better resolve the problem exist in forensic appraisal management mode,and provide a good foundation for the modern Big Data forensic appraisal management.This paper is divided into four parts to discuss.The first part has briefly demonstrated the concept of forensic appraisal management and forensic appraisal management mode,analysis the types of current forensic appraisal management mode.In order to highlight a burning problems that the standards of forensic appraisal management system are not uniform through mainly demonstrated the problems exists in current forensic appraisal management mode,and lay a good foundation in later chapters.The second part mainly demonstrate the feasibility of applying Big Data into the forensic appraisal management.From the concept and characteristics of Big Data,analyses the combination point between Big Data and forensic appraisal management,combined the characteristics of forensic appraisal management with the characteristics of Big Data which is diversity and large-scale emphasized the impact ofBig Data on the ideas of forensic appraisal management.After that,mainly emphasis the inexorable trend of applying Big Data into the forensic appraisal management,analysis the problems exist in the application of Big Data forensic appraisal management and the benefit and necessity of Big Data.The third part mainly discuss how to build forensic appraisal management data.Analysis the way to applying Big Data into the forensic appraisal management.First,demonstrate the method of data collection and data processing.Second,building Big Data platform.The fourth part is the focal point of the paper,narrated the problems exist in future application that Big Data combine with forensic appraisal management.Focusing the questions of Big Data management,discuss the problems that might come into Big Data forensic appraisal management,including the question of qualified personnel and the question of information acquisition and processing,then put forward countermeasures in order to solve these problems,the better to apply Big Data into forensic appraisal management,and some proposals for development are put forward to better promote unified forensic appraisal management.
