Research On Relationship Between Direct Subsidiary Customs And Local Government

To manage a big country like ours,we must rationalize the relationship between the central and local governments and work hard to give full play to the enthusiasm of the central and local governments.The vertical management system plays an important role in handling the relationship between the central government and local governments in China.Customs is the earliest department in China to implement central vertical management.The Customs directly under the Customs is the branch of the import and export supervision and management department of the General Administration of Customs.Its relationship with the local government is a special type of relationship.Therefore,to study the relationship between the customs directly under the local government and the local government,and to analyze the mode of cooperation between them,to better study the relationship between China and the two,to give full play to the enthusiasm of the central and local governments,to safeguard the interests of the central government,and to take into account the demands of local governments and promote The coordinated development of the economy and society is of great significance.The paper is mainly composed of six parts: the first part is the introduction.The second part is the theoretical basis.The third part is the change and status quo of China's customs management system.The fourth part,the relationship between A customs and C city.The fifth part is the analysis of the problems and causes of the direct customs and local governments.The sixth part is to improve the countermeasures between the direct customs and the local government.This paper begins with an analysis of the historical changes and current situation of the customs vertical management system,and strives to clearly explain the vertical management mode of customs organization structure,personnel management,financial management,and business management.After that,A city,which has made outstanding achievements in the inland open highland,was selected as the research object.By analyzing the organization and responsibility of A Customs and the C Municipal Government,a network of relationships including central relations,partnerships and structural relationships was constructed.Through in-depth analysis of the customs work guidelines,legal positioning,local government demandfor customs,and the dependence of customs on local governments,it is concluded that A Customs and the C Municipal Government have shown weak dependence,close cooperation and comprehensiveness in different periods.Partner type three relationship model,and analyze the contradiction between the autonomy of the customs and the autonomy of the local government,the contradiction between the autonomy of the customs and the local dependency of the customs,the contradiction between the requirements for the quality improvement and efficiency of the port and the responsibilities of the port departments,the contradiction between the frequent exchange of customs responsibility and the stability of governance.Finally,from the establishment of optimization institutions,the transformation of customs functions,the establishment of a sound coordination mechanism,the legalization of the division of powers in the central government,and the reduction of the dependence of customs on the localities,explore the path of improving the relationship between the customs and local governments in the new era.
