The Relationship Models Between Customs And Local Government In China

Customs is set up by the central government as a vertical administrative organ to supervise and manage the inbound and outbound activities.Similar to other vertical administrative organs of the central government, there are three basic relations between customs and local government:central-local governmental relationship, partnership and structural relationship. The three basic relations between customs and local government have different emphases in different periods and different geographical conditions of China. And several typical relationship models have been formed in practice. Therefore, under certain conditions, what are the major models of relationship between customs and local government, what are the decisive factors affecting the formation of the relationship model, what is the actual performance of the relationship models, how to evaluate the relationship models, and from what kind of point can we structure the ideal relationship model between customs and local governments in the current social situation. These are the questions that I propose in this thesis and try to answer.In this thesis, research on the relationship models between customs and local government is mainly concentrated in the following four aspects:The first is the vertical introduction to customs management system of the organizational structure, organizational attributes and characteristics; The second is to put forward the conception of the relationship model between customs and local government, and induces four kinds of relational model in different period based on observation; The third is to sum up the decisive factors in the relationship between customs and local government, and put forward three important problems:what does the central government need customs to do? What does local government need customs to do? And what dose customs need local government to do? And then analysis the export-oriented economic development level which affects the mutual needs, thereby demonstrate the decisive factors affecting customs and local government relationship model; The forth is to put forward the principle of maximizing the central-local governmental interests and the guiding ideology and thinking on the structure of the ideal relationship model between customs and local governments under the new situation.
