Research On Technology Risk In The Construction Of Smart Cities

From the moment when technology was born,as a tool for human beings to meet their own needs,it carries the mission of continuously promoting human history and social development.Since IBM's "Smart Earth" concept framework was put forward in 2008,it has advocated the application of smart technology to urban development.The world has set off a worldwide upsurge in the concept of taking smart technology as the center of urban development.Various countries have successively issued various smart city construction plans and measures in an attempt to seize the commanding heights of smart city development.Our country follows the "trend" closely and actively responds to the construction upsurge of smart cities throughout the country.However,while this "upsurge of intelligent technology" is sweeping through,it is even more necessary for us to think rationally.In the highly integrated development of smart technology and cities,people often regard smart technology as "the supremacy of technological rationality",and the problem of technological risks is deliberately covered up or ignored.Now we have virtually entered a "risk society".Technological risk is the main factor in the formation of a risk society.Technological risk will also become a key issue in the research of smart city construction.Based on the research of scholars related to smart city and technology risk,this paper attempts to analyze the problem of technology risk in smart city construction.Networking,cloud computing and big data provide technical support for the development concept of "smart city",and these three core technologies are also the root causes of risks in smart city.By taking the systematic study of individual core technology risks as the breakthrough point,the root and performance of individual technology risks are analyzed,and then the research on the overall intelligent technology system risks in the development of intelligent cities is extended.The technological risks in the construction of smart cities are mainly affected by four factors: subject,science,technology and society.Among them,the subject factor includes the technological risks caused by users,creators and decision makers of smart technologies.The scientific factors include: the limitations of science's understanding of intellectual and technological activities,and the inapplicability of scientific experiments to intellectual and technological activities;The technological factors include: the complexity of the technological system in smart cities and the autonomy of the development of smart technologies;Social factors include: the lack of responsible subjects and the lag of legal and moral restraint mechanisms.Based on an in-depth analysis of technological risks in the construction of smart cities,this paper puts forward four countermeasures to avoid their risks and harms: to build a security prevention system for smart technologies,to build an information resource system for smart cities,to build a security management system for smart cities,and to build a legal and moral system for the construction of smart cities.
