Research On Government Behavior In The Development Of Global Tourism

The global tourism is a new tourism development model,proposed by the National Tourism Administration in 2015,in light of the current situation of China's tourism development and the background of China's socio-economic development.As a main line of tourism development in the“13th Five-Year Plan",Local governments,have actively planned to establish "global tourism" demonstration zones in order to promote the development of local tourism.However,there are some deviations in dealing with the relationship between reality and objectives,power and responsibility in some places because of the deviation of understanding of the fundamental purpose of developing tourism in the whole region.To this end,how to accurately understand the fundamental purpose of the development of tourism in the whole region,accurately grasp the role of local government in the development of tourism in the whole region,coordinate the relationship between plural subjects,promote the development of tourism in the whole region,is an important topic of the current study of tourism development.This paper takes Gongyi City of Henan Province as the research object,and combines empirical analysis,interviews,questionnaires and other methods to analyze the role of Gongyi Municipal Government in the development of global tourism,Achievements of global tourism development under the guidance of government,And there are some problems,such as the unclear role of the government,the over-emphasis on short-term performance,the imperfect power restriction and supervision mechanism,and the lack of impetus for the coordinated development of the government.According to the synergy theory,and drawing on the successful experience of developing global tourism in Switzerland,Lichuan,Henan and Lishui,Zhejiang,the paper puts forward that the government should coordinate the development of tourism in the whole region of Gongyi from the aspects of space integration,time integration,industrial integration,investment and financing integration.Specifically,the paper puts forward the corresponding suggestions from five aspects:the scientific planning of the global tourism by the government,the coordination of multi-interests,the macro-dominance of the government,the coordination of the global tourism development,the improvement of market supervision by the government,the establishment of a new normal management,the improvement of the public service system of the global tourism by the government,the intensification of tourism publicity by the government,and the expansion of the tourist market.The suggestions are expected to provide a reference for the decision-making of Gongyi City to establish a national tourism demonstration zone and other government-led tourism development in the whole region as soon as possible.
