| In recent years,Targeting at the development of regional comprehensive tourism has become one of the most important strategies for governments at all levels to promote economic and social development.With its advantages of its own location,abundant resources and its local cultural characteristics,as well as its successful experience in holding the 2018 Jiangsu Horticultural Exposition,Yizheng Municipal Government will continue to hold the World Horticultural Exposition in 2021,aiming at constructing the courtyard of Nanjing-Zhenjiang-Yangzhou area as well as developing regional comprehensive tourism.However,compared with some of the surrounding areas,the development of Yizheng City has started relatively late,the tourism volume is weaker than that of the surrounding areas.Based on the research on current situation of the government's functions in developing regional comprehensive tourism,this paper provides decision-making reference for the government to give full play to the leading role in better developing regional comprehensive tourism.Based on public product theory,government function theory,synergy theory,sustainable development theory,etc.,this paper uses literature analysis,data analysis and other methods,to sum up six government's obligatory functions in developing comprehensive tourism in the whole region:first is Integrated planning function,which includes developing master plan and Introduction of supporting policies;second is market management function,including provision of public goods and services,regulating the order of market operation;third,democratic construction Functions,including cultivating non-profit organizations and protection of public participation;fourth,environmental maintenance function including maintenance of a public security environment and protecting the natural environment;fifth,cultural development function,which includes fostering local culture,improving the civilization of the whole people and development of tourism education.Through the comparison between the actual situation and the expected situation,this paper points out the problems mainly include lack of policy planning,low levels of public goods and services,insufficient regulatory and enforcement initiative,overall weakness in democratic construction,the blank of cultural development.So this paper focuses orn analyzing the causes of the problems considering the factors of concept,mechanism,ability.This paper puts forward the following suggestions to solve these problems:First is to update the development concept and optimize the connotation of government functions,including:establishing a new development concept and scientifically compiling a regional comprehensive tourism development plan;establishing a new product concept and Improving tourism literacy and public service quality for all;establishing a new concept of resources and focusing on strengthening the supply of tourism education resources;Accelerating the transformation of government functions and establishing a social co-construction and co-governance mechanism for regional comprehensive tourism.The second is to improve the work mechanism and improve the efficiency of the government,including:promoting the normalization of regional comprehensive tourism research promotion mechanism,establishing a comprehensive regulatory mechanism for regional comprehensive tourism market,and enhancing regional comprehensive tourism assessment mechanism.The third is to strengthen the guarantee of factors and strengthen the capacity of the government to carry out its functions,including:broadening financing channels,and increasing tourism investment;strengthening team building and improving management. |
