With the development of the new era,mass tourism has opened a new situation and new exploration for the development of global tourism.The tourism industry has developed from single to comprehensive "big industry".A series of new developments of global tourism have put forward new requirements for the tourism management system,especially at the level of County-level government.Due to its own reasons and historical problems,there are some problems in the management system Unreasonable factors,such as excessive government leadership,weak micro management,underdeveloped market and social forces,and administrative barriers between industry sectors,restrict the development of tourism in the whole region.In order to really promote the development of tourism in the whole region,it is necessary to find out the specific problems and the causes behind the management system at the county level,and draw on the good development experience of advanced cities.In recent years,with the establishment of the whole region tourism demonstration area in some cities,some governments,enterprises and society have gradually participated in the process of the establishment of the whole region tourism,and the corresponding reform of the tourism administrative system has gradually been paid attention to.In order to further promote the development of tourism,we must reform and improve the existing problems of tourism administration.Based on this,this paper takes J County as an example for investigation and research.Firstly,it introduces the concepts and theories related to the research topic,and clarifies the theoretical basis and analysis tools of the article.Secondly,it introduces the general situation of tourism development in J County,the current situation of Tourism Administration System in J County,the system of dual leadership,the institutional setting of "two brands,one set of people and horses",and the development of government led tourism enterprises The cooperation framework focuses on the analysis of the problems existing in the tourism management system of J county,This paper expounds the existing problems,such as the decentralization of responsibilities,multiple political exits,the absence of government macro management,the lack of cooperation framework of multiple subjects,barriers between departments,etc.,and analyzes that these problems are mainly caused by the government as a single management subject,the lack of governance concept,the lack of awareness of serving the whole tourism,and the lack of the mechanism of buildingand sharing by the whole people.Finally,from the perspective of Tourism The tourism management system of county government should be improved in terms of top-level design of tourism institutions,construction of collaborative governance framework,establishment of clear division of responsibilities,and improvement of relevant supporting systems.
