Research On Fault-Tolerant And Error-Correcting Mechanism And Its Practice Of Civil Servants

At present,China's comprehensive deepening of reforms is in an arduous and complicated period of tackling difficulties.Many difficult problems need to be solved urgently.Therefore,more "Li Yunlong-style" decent,decisive,courageous,and motivated cadres need to devote themselves in the tide of cause of reform and innovation.Contrary to this,under the new normal of strict rule of the Party,some cadres have appeared to be afraid of taking responsibility,dared not make timely decisions.In order to break such"dishwashing effect"and stimulate the enthusiasm of cadres,fault-tolerant and error-correcting mechanism arose at the historic moment.Since the reform and opening up,the practice of encouraging trial and fault tolerance has been successful in many fields,but such practice has a strong"rule-of-man"style.In order to prevent abuse of fault-tolerance and error-correction,and to give full play to the superiority of this mechanism,it is the only way to institutionalize this practice.The principle of "Three Distinctions" put forward by General Secretary Xi Jinping has already been a basic principle for advancing fault-tolerant and error-correcting.Since then,many provinces have issued implementation opinions.And the implementation measures formulated by various localities have sprung up.In the case of different levels of autonomy and different implementation depths,how to improve this mechanism to better serve the comprehensive deepening reform is worth considering.Based on the existing study home and abroad,this paper studies the connotation of fault-tolerant error-correcting mechanism,explaining the related concepts such as error,fault tolerance,error correction,fault tolerance correction mechanism of civil servants,expressing accurate judgment of error is the premise of fault tolerance and error correction,and that a right attitude toward error is the foothold of this mechanism.To clarify its relationship with the exemption mechanism and incentive mechanism,accountability mechanism and punishment mechanism is also important.Through the study of the current practice of fault-tolerant and error-correction mechanism at home and abroad,and the existing institutional texts and practices in various places.Specifically,it covers the scope of application in domestic implementation methods,grasps of policy boundaries,conditions and situations of fault tolerance,procedures for fault tolerance,using of fault-tolerant results,risk prevention and correction mechanisms,then discuss the problems existing in the present practice,and puts forward corresponding countermeasures and suggestions for optimizing the fault-tolerant and error-correcting mechanism hoping it better prepared for escorting the comprehensive deepening reform.
