Reasonableness And Optimization Of Cadre Fault-tolerant And Error-correcting Mechanisms

Since the 18 th National Congress of the Communist Party of China,promotiong ethical party and government and anti-corruption have continued to develop under the guidance of the concept and spirit of the Party should police itself and strict discipline on its members.In this new situation,some cadres are likely to have a mentality of doing more and more mistakes,doing less and less mistakes in the work of reform and innovation.To be an qualified official is not easy which becomes the induces factor that will eventually lead to the phenomenon of doing less in the current cadre ranks.This not only violates the original intention of administering the party strictly,but also leads to the implementation of some reform measures,which is not conducive to overcome difficulties and challenges under the new normal of economic development.In order to eliminate a unhealthy thought which is afraid of making mistakes in government,local governments have introduced local regulations to promote fault-tolerant and error-correcting mechanisms under the encouragement of the central government.From the perspective of application,local goverments have tried to push forward fault-tolerant and error-correcting mechanisms from different levels,which can give cadres spiritual incentives and institutional guarantees.Meanwhile,it also provided precious experience for developmemt,reforms and a well-off society in an all-round way buliding under the guidance of new ideas.However,it is undeniable that whether the policy text issued or specific practice process of fault-tolerant and error-correcting mechanisms still exists problems.Based on the requirements of deepen reform,the rule of law,and the overall governing party,we have to establish fault-tolerant and error-correcting mechanisms which will play an active role in safeguarding the overall situation of reform and development.Thus,party orginizations and governments at all levels should take and solve these problems seriously and urgently.Therefore,this paper firstly clarifies the relevant concepts of fault-tolerant and error-correcting mechanisms,and uses incomplete contract theory and bounded rationality theory as the basis for constructing fault-tolerant and error-correcting mechanisms,in order to enrich contents of this mechanism.Secondly,examining it in a philosophical field of view different perspectives on the issue of rationality,different approaches to rationality criteria in jurisprudence,different basis for judging the rationality of reasonable horizons,and the research results of three aspects of the rationality of governance perspectives as reference.Then,this paper constructs four dimensions to examine the rationality of fault-tolerance and error-correcting mechanisms,which including the correctness of the target value orientation,the rationality of the content limit,the standardization of the execution procedure and the humanism of the execution process.After that,introducing the case and text file of promoting fault-tolerant and error-correcting mechanisms in Hangzhou,Zhoushan and Shaoxing.From two levels of text and practice and the four dimensions to analyze rationality and constraints this mechanism.Finally,this paper proposes four paths to optimize the fault-tolerant and error-correcting mechanisms,that is,insisting on the value orientation of compatible with innovation and tolerance,defining scientific and reasonable limits,standardizing the specific procedures,and enhancing humanistic care in the reform of fault-tolerant and error-correcting mechanisms.
