Research On Government Functions Of Local Government In The Development Of Advanced Manufacturing Industry

With the new round of global scientific and technological revolutions,many countries around the world have regarded advanced manufacturing as the direction of strategic development.China has introduced“Made in China 2025”which has become the plan of action for the development of advanced manufacturing.As one of the birthplaces of modern national industry in China,Gangzha District of Nantong Municipality in Jiangsu Province has a profound historical heritage,a good industrial foundation and distinctive location advantages for developing advanced manufacturing.In recent years,the Government of Gangzha District has attached great importance to advanced manufacturing,especially the innovation-driven development of industry.Although the government having adopted a series of positive measures,there are still some problems such as inaccurate functions,inadequate services and over intervention in microeconomic activities of enterprises.Therefore,this paper takes the perspective of the functions of government in order to provide reference for the government in promoting advanced manufacturing.Firstly,this paper defines the concept of the functions of government,introduces the two theoretical foundations of research:Public Choice Theory and Holistic Governance Theory,explains the principles of choice,and then introduces the connotation and characteristics of advanced manufacturing and the necessity of government's involvement in the development of advanced manufacturing.Secondly,it analyzes the development foundations of the advanced manufacturing in Gangzha District,introduces the development status of the four leading industries,namely electronic information industry,intelligent manufacturing,high-end textile industry,ship marine engineering and supporting industry,according to the actual situation of Gangzha industry,and summarized the functions of Gangzha District Government in terms of macro-control,overall coordination,management and regulation,and public service.From the perspective of the relationship between the market and the government,the enterprises and the government,and different levels of government,the paper analyzes the problems of the functions of Gangzha District Government.Besides,by summarizing the development experience of the three manufacturing powers including the United States,Germany and Japan,it finds that policy planning,technological innovation,and human resources play an important role in promoting advanced manufacturing.Finally,it puts forward several suggestions for the government to improve its functions in developing advanced manufacturing:first,strengthen the top-level plan and give play to the government's role of planning and leading;second,take the institutional reform as an opportunity to improve the efficiency of the government;third,endeavor to encourage technological innovation and create a better development environment;fourth,improve the public service and guide enterprises to strengthen their endogenous motivation.The main innovations of this paper are as follows:First,there is not much domestic analysis of the government functions in the development of advanced manufacturing industry from the direction of public management;second,the research of the specific governance theory in a specific region or industry is not much.The main shortcomings are as follows:First,the advanced manufacturing industry studied in this paper is based on the actual operation of Gangzha District,and may be insufficient in terms of scope and scope.Second,the latest data that can be cited in this paper is as of the end of 2017.The description of the current status of the development of the port industry's advanced manufacturing industry is not sufficient.
