Since China's reform and opening on the establishment of economic development as the center of development policy, the promotion of local economic development, to lead the people out of poverty is the primary task of the local government, therefore, local government investment work very seriously. In order to better carry out investment, local governments often set up China Merchants Bureau of Commerce and Investment Promotion Institute, or other forms of investment sector to carry out specific investment work, formulate preferential policies to attract and actively organize foreign investment will attract investors. This investment behavior in local government departments under the guidance in the reform and opening up, the development of the local economy is more good than harm, however, the local government investment activities under the guidance of local governments often exist in the investment process dislocation economic functions, political functions and public service functions offside phenomenon of the absence, to sustainable local economic development has brought many negative effects. In the current global economic environment facing the background, with the new challenge of socialism market economy continues to improve, and the process of economic development arise, new tasks, new environment, how to change their thinking, the concept of update, adjust the investment process function positioning of local Government, so that the investment work more efficient, more scientific, local government is a key issue in the investment process need to be addressed. Author Y district government as the research object, through the analysis of local government functions in the investment process and fulfillment problems, combined with the author's experience in Investment Promotion Center and School of Public Administration at the University of X in Y City area investment sector academic research, based on the investment process of local government functions to study the functions of scientific analysis aimed at local governments to attract foreign investors in the play, and the loss of the right to solve the ultra vires the phenomenon of the investment process in the presence of the local government, which to better promote the expansion of investment work.This paper is divided into six chapters, the first of the domestic and foreign investment in the research literature to make a comb, and the use of government economic functions theory, microeconomic theory and macroeconomic theory as the theoretical basis of the study; then the Y-sector infrastructure investment in the region, investment results and the status of the investment process problems systematic analysis.
