Research On The Function Orientation Of Local Government Serving Private Enterprises

Since the reform and opening-up,private enterprises in W County,after a period of rapid development,have become an essential part of W County's economy,an important pillar of absorbing labor forces,and a key contributor to W County's tax revenue.Currently,the Chinese economy is in a period of "three stages",including the transition of growth drivers,the structural adjustment,and the digestion of preliminary stimulus policies.The economic growth rate has shifted from high speed to medium-high speed and entered the new normal.As the specific executor of various national policies,Local government fighting on the front line of service for private enterprise's developing.is the transformation of government functions and building a service-oriented government's strategic territory.the government of W County has issued a series of policies and measures,which have played an important role in the establishment,operation and development of private enterprises.However,with the change of economic environment and the intensification of market competition,private enterprises in W County,which rely on traditional industries,low added value and low labor productivity,are facing the dilemma of transformation and upgrading.The downward pressure of enterprises is great,and the new normal puts forward higher requirements for the orientation of government functions and how to serve private enterprises.How can the W county government,on the premise of following the law of the market,minimize unnecessary intervention in the market,better play the role of local government functions,and create a good business environment.These are urgent problems to be solved.The situation that the government providing service for walnut processing enterprises in W county was investigated by reviewing development of walnut processing enterprises since the reform and opening up,from the typical representative for private enterprises in W county,the walnut processing enterprises.Based on the corporate life cycle theory,the practices and achievements by the government of W county during the development of walnut processing enterprises were described in terms of creating a good environment for development,improving service level andestablishing socialized service system,striving to solve the problem on resource factors restricting enterprise development,and guiding enterprises to overcome internal factors restricting development.Through the questionnaire surveys and interviews with legal representative of enterprise,financial administrators and factory directors of walnut processing enterprises in W county,and the interviews with relevant personnel of W county government and all functional departments,the practical difficulties and problems during the development of private enterprises in W county have been detected and the problems in the service of the government and the functional departments in W county were listed.The economic foundation in W county is weak.Therefore,the government and functional departments have issued a series of policies and measures to support the development of walnut industry.However,there have been deficiencies in policy-making,governmental services,element guarantee,finance,funding,etc.during their services for enterprises,and therefore the government's economic functions still need to be improved.Given the reason analysis,and based on the life cycle theory,the sustainable development theory of enterprise,the economic management function of the government and the public policy,and referring to advanced practices by domestic and foreign governments in serving private enterprises and in combination with the actual situation in W county,The paper points out how the W county government can serve the private enterprises,including the reduction of the unnecessary intervention of the market and the enterprise,the development of the policy,the improvement of the government's service system to the private enterprise,the promotion of the enterprise innovation to provide the power for the sustainable development of the enterprise,and promote the finance,Industrial land,etc.restrict the reform of the resource elements of the development of the enterprises,and solve the problems of the "The difficulty of financing and the difficulty of land use" of the private enterprises.Through the theoretical research and practical experience of the county government's serving walnut processing enterprises in the specific context,this study tries to present the overall condition of county-level government's services forprivate enterprises,and put forward suggestions for W county government on how to serve private enterprise,making an analysis sample and providing reference for the county-level governments.
