Study On Promotion Strategies Of Hazard-affected Ability Of Beijing Disaster Prevention Infrastructure

In view of urban disasters occur frequently and the trend of threat to life and property is constantly expanding,city is becoming more and more fragile.As the capital of China,Beijing is an economic and population gathering place,but at the same time,it is also facing a major threat of "natural disasters" and "man-made disasters".The construction and development of disaster prevention infrastructure in Beijing plays a huge role for urban residents' life and property security,disaster prevention infrastructure of hazard-affected ability become the focus of the study of urban disaster prevention and mitigation work.so this theme studies the present situation of hazard-affected ability of disaster prevention infrastructure in Beijing and aims at its existence.The strategy of upgrading is of great practical significance.It is hoped that the study in this theme can give full play to the disaster bearing capacity of the disaster prevention infrastructure in Beijing,fully guarantee the public safety of Beijing,and provide certain reference value for the improvement of the disaster bearing capacity of the disaster prevention infrastructure in other cities in China.First of all,this theme take the hazard-affected ability of Beijing disaster prevention infrastructure as the research object,and then defines the concept of hazard-affected ability and divides hazard-affected ability of Beijing disaster prevention infrastructure into pre-disaster prevention ability,the ability to withstand disasters and post-disaster rescue capability of three parts.Secondly,after analyzing these three parts of effects according to expert questionnaire survey,this theme constructs the hazard-affected ability of Beijing prevention infrastrucure evaluating indexes system in chapter three.According to the indexes system,combining the AHP and PCA analysis,the improved AHP-PCA weight was introduced to grey correlation evaluation model.Data of each index about Beijing from2007 to 2016 was collected through statistical yearbooks.Thirdly,based on the evaluation results,the current status of disaster prevention capacity in Beijing is moderate to upper level,the overall hazard-affected ability is still fragile.In the past 10 years,the pre-disaster prevention ability has been improved,and the ability to withstand disasters followed,only the post-disaster emergency rescue capability still at low level,and there is a lot of room for improvement.Finally,the theme promots the corresponding strategies.from the government's disaster prevention infrastructure capacity input,coordination mechanism and management model,the whole society's awareness of emergency disaster relief and rescue three aspects.This theme's innovation point lies in the focus on the disaster prevention in Beijing infrastructure hazard-affected ability,through field investigation and expertconsultation on the new index selection basis,get a more complete evaluation index system,and using the method of quantitative evaluation of disaster prevention in Beijing infrastructure hazard-affected ability evaluation,in-depth analysis of the influence of disaster prevention in Beijing infrastructure hazard-affected ability,existing problems and causes of the problem,from the input and supervision of the comprehensive coordination mechanism and management mode of the whole society consciousness of disaster prevention and rescueput forward corresponding promotion strategy.
