This article from the resettlement practice, refer to the relevant existing research, subtownship (town), village two initial resettlement evaluation index system optimization, by usingthe method of questionnaire score on immigration, local government representatives, experts onthe primary evaluation index, mean, coefficient of variation and the degree of satisfaction withthe three statistics as a screening standard on the questionnaire results of the statistical analysis,screening out the evaluation index is generally recognized, and the stakeholders in the selectionof resettlement area different emphasis. To screen out a township level evaluation indexes asvariables, by using system clustering method to cluster analysis on the township level ofresettlement area, the township similar economic environment, natural environment and socialenvironment are classified, lays the foundation for the next step of the village level resettlementpoint selection. Based on analyzing the existing evaluation model, decided to adopt the attributehierarchy analysis to determine the optimal sequence of village level resettlement point methodand grey decision method.Finally, taking Xianju County as an example, research on the evaluation index system anddecision method, the main results are as follows:(1) the establishment of evaluation index system. Based on the statistical analysis ofquestionnaire results, township (town) a resettlement evaluation indicators including per capitaarable land area, grain yield per mu, the effective irrigation area proportion, farmers per capitaincome, location, electricity consumption per capita, road traffic conditions, every1000peoplehave teachers, every1000people have doctor number9indicators; the village level resettlementarea construction from per capital arable land, quality of arable land,ease of the productionroad,degree of irrigation facility,the situation of Hydroelectric facility status,the distance toschool,the distance to hospital, the distance to the savings, farmers’ per capita income, thedistance to the town, the distance to the main road, the number of enterprises, waterenvironment, atmospheric environment, noise environment, greening rate.(2) the emphasis on the analysis of stakeholders. In the choice of resettlement, localgovernments focus on resettlement relocation of the difficult easy degree, social stability and other factors, the experts focus on resettlement area location, the capacity of the environment, infrastructure conditions, who were more concerned about the conditions of production, education and health care and other public service facilitie.(3) The resulat shows that Xianju can be classified to four groups:the first group is the town of Baita,Nanfeng,Fuying and Anzhou;the second group is the town of Tieshi, Butou,Guanlu,Botan, Shangzhang,Bulu,Hengxi and Xiage;the third group is the town of Zhuxi,Qiushan,Shuangmiao,Dazhang and Guangdu;the fourth group is Anling,Xigang and Danzu. At the village level,Chaxi can be the most suitable resettlement,and Makantou should be the worst.
