Research On The Capacity Building Of Disaster Prevention And Mitigation Of Rural Community Residents Under The Regional Development Model

China is a disaster-prone country,people pay more attention to the disaster prevention and reduction which raleted to people's life and property safety and social stability after Wenchuan earthquake in 2008.Since then disaster social work began to rapidly develop.Social workers promote not only the ability of prevention and reduction,and also the ability of self-help under the core concept "help people to help themselves.Policy documents require social workers to interven into the community disaster prevention and reduction,but there are not clear specific intervention methods to be put forward.Because of this,the article will try to use"regional development mode" into the research to study how the theory works in the community residents' ability building and the social workers' roles and work contents.This study bases on the prevention and reduction programme which carries out in the Tibetan rural community in western Sichuan province,the author join in assessment,paln,implementary and evaluation to inspire the community residents to realize their own and community's shortages in the community prevention and reduction,encourage residents to participate in the education to promote the ability of prevention and reduction and self-help.The result shows that the theory of "regional development mode" helps residents to reach the consensus of common disaster,realize the major status,promote their own and community's ability.The result also shows that the awaking ability,practice ability and changing ability are promoted through participating.The social workers hold the post of enablers,educator,mediator,mentor and administrator to carry out the programme.At the end,author puts forward the issues about ethnic culture and community sustainability to discuss and finish in the future.
