| With the continuous acceleration of China’s modernization process,the administrative reform system is constantly improving,and the "service-oriented" government goals are proposed,government agencies and government departments have carried out various reforms and attempts on performance management,and have gained a lot of valuable.experience.As a department responsible for taxation tasks in national institutions,the construction of a performance management system by the taxation department is of great significance for improving the quality of tax collection and management,the improvement of taxation services,and the reduction of taxation costs.At the same time,the special service objects of the taxation department and the characteristics of the work content have higher requirements for the performance management of the taxation department.Therefore,how to improve the performance management of the taxation department and improve the efficiency and quality of the performance management of the taxation department in China has become an urgent issue for the taxation department of China.Based on the theoretical research,this paper demonstrates the feasibility of using the PDCA cycle to improve the performance management of the tax department from the perspective of PDCA cycle,and then proposes a new path for the improved design of HG tax bureau performance management under the PDCA cycle.Firstly,it analyzes the status of performance management of HG Taxation Bureau.According to the characteristics of HG Taxation Bureau staff structure and task assignment,combined with the background of HG Taxation Bureau’s current “Digital Personnel” reform,it discovers and analyzes through questionnaires and interviews.Secondly,combined with the PDCA cycle theory,the PDCA application framework for HG tax bureau performance management was constructed,including: including scientific decomposition of HG tax bureau work tasks.And develop performance plans and goals(P link);carefully organize employees to complete performance tasks and effectively guide the work,timely check performance completion and deal with problems in the work process(D link);conduct objective performance appraisal Evaluate and analyze the results of the assessment(C-link);continuously summarize the experience to improve the performance level of the HG Taxation Bureau,and lay the foundation for the next cycle(A link).Among them,special attention has been paid to strengthen communication in all aspects.It provides guarantees for the task of successfully achieving the goal of continuously improving the performance of the HG Taxation Bureau. |
