The civil servant performance appraisal system is an important part of the civil service system in our country, due to the administration of civil servants has been based on the traditional personnel system, the civil service performance appraisal has been in a relatively rigid situation. The new period with the transformation of the government and the government reform, the challenges for the performance appraisal system of civil servants of old is also presented. How to finding a more effective and efficient method to carry out the civil servant performance appraisal become a popular topic. In this paper, taking the performance appraisal system of civil servants in some departments in Shanghai city as an example, analyze the common problems existing in the current performance appraisal system of civil servants. Through the analysis of the performance management model PDCA Deming cycle based on the idea of total quality management to be applicative effectively and efficiently in enterprises and in the USA federal government employees, it is demonstrated that the framework of the performance management which is based on the theory of PDCA is indeed a best practice, which has a very good effect for improving and enhancing the individual performance. It is also explained the advantage of applying the idea of performance management method based on PDCA Deming cycle in civil servant performance management, as well as providing some suggestion on how to applying the framework of the performance management being based on the theory of PDCA method.
