Since the reform and opening up,the urbanization process has been further accelerated,the city scale has been expanding,and the economic level and social development have been rapid.The living standards of the people are constantly improving,as are the road traffic infrastructure and people's travelling conditions.In this process,e-bikes are used as basic vehicles for their reasonable price,convenient operation and low entry barrier.After more than 20 years of development,it has generally entered the field of vision of ordinary people.However,with the rapid development of e-bikes,a series of problems have emerged in road traffic management,which are highlighted in the chaotic management of the e-bike industry.Electric bicycle type and quantity,the electric bike illegal behavior,and the government's supervision and management of electric bicycles in the process of legislation regulation is not rigorous and restrictions for stop blindly lead to personal right cannot be protected,directly or indirectly lead to high road traffic accidents and electric bicycle management chaos,objectively affect the relevant government departments to implement social management,to a certain extent,affected the process of urbanization.At the same time,we will also find that in daily practice,most e-bikes in the region are not in accordance with the strict daily management mode similar to motor vehicle management.Over time,people mistakenly believe that e-bikes do not need to be licensed,drive a license or pay insurance.According to a survey,nearly 90 percent of consumers do not know that e-bikes should be managed according to relevant national standards,and due to consumer cognitive errors,traffic safety risks have increased.At the same time,many people have not been trained to drive electric bikes.Overloading,over-speed,red light,arbitrary u-turn,private modified vehicles,illegal operations are prominent,resulting in frequent traffic accidents,once the accident,vehicles and road traffic infrastructure damage consequences are very serious.After the accident,the perpetrators often fled because their e-bikes did not have license plates,causing great difficulties in the case investigation.In addition,China does not have a corresponding unified e-bike supporting management system,resulting in the daily management vacuum.This article is divided into four parts,through to the electric bicycle in our country in recent years the development present situation and the existing road traffic chaos,with the current laws and regulations in the electric bicycle legal attribute and road damage the other party's rights in our country as the research core to further elaborated,analysis main problems of electric bicycles in the road traffic regulation and combined with the actual talk about building of electric bicycle supervision regulation in our country.
