Action Research In Public Service Purchase

At present,China is making rapidly progress towards modern industrial civilization and knowledge economy society,and the society presents a high degree of complexity and uncertainty.Both the grassroots governance and the public service supply sector have ushered in increasingly complex and ever-changing challenges.The government's purchase of public services is an important means of transforming the public service mode and improving the quality of public services.To a certain extent,it can meet the new requirements of the major contradictions in the new era for the provision of public services.According to the relevant policies,the Sangnan S city government's purchase of public service practice is divided into three stages: the cultivation stage,the specification stage and the optimization stage.The three stages of action are different.Combined with the actor network theory,the actor action process is actually the actor network construction process based on different interest targets.The cultivating stage is the establishment process of the actor network;the normative stage is the adjustment process of the actor network;optimization The phase is the upgrade process of the actor network.In the course of the action,the actor will have an alienation action that violates the system design and policy orientation: the pursuit of service purchasers' performance;the service undertaker perfunctory;the service enjoyers are indifferent,and these alienation actions seriously affect the fairness of public service supply.effectiveness.In the process of action,the actor has its own logic of action: the service buyer fully protects the legitimacy;the service undertaker takes the survival and development as the primary goal;the service enjoyr is committed to the satisfaction of the self-demand.On the basis of mastering the logic of actors' actions,the author advocates that actors' actions should be guided from both external and internal aspects.External regulation mainly refers to regulating actors' actions through the construction of relevant legal systems;internal regulation mainly refers to guiding actors to cooperate by coordinating interests and defining responsibilities.Through the guidance of actors' actions in public service purchasing,this paper explores the way to construct a new era cooperative governance model.
