The U.S.Constitution stipulates that the Congress and the President share the right to make external decisions.According to the principle of decentralization and checks and balances,the U.S.Constitution has an overlapping and unclear area for the distribution of diplomatic decision-making power between the President and the Congress,which invisibly provides the dominance of foreign policy decision-making for the Congress and the President.Therefore,in the study of US-Iran relations,the U.S.Congress is a political force that cannot be ignored.The US Congress' s focus on the government's Iranian policy is mainly the Iranian nuclear issue,Islamism and terrorism,feminism and Iranian human rights issues.It is driven by internal factors and external factors of the Congress,such as the lobbying of interest groups,especially the lobbying of the Congress.The US Congress actively participates in the formulation of Iranian policies and uses the legislative power,supervision of investigation rights,granting powers,etc.to express their positions and views.It can be seen that Congress plays an important role in influencing the government's policy toward Iran.Obama's Iranian policy is challenged by many factors at home and abroad,but the biggest challenge comes from the influence of the United States,especially the Congress.The government and the Congress debated the comprehensive agreement on the Iranian nuclear issue.The Congress reaffirmed its constitutional authority with the Iranian Nuclear Agreement Review Act 2015 and restricted the Obama administration's policy choices on the Iranian nuclear issue.Therefore,exploring the congressional factors in the Obama administration's Iranian policy can clearly understand and grasp the role of the Congress in it,and thus conclude the behavior patterns and ways of thinking of the Congress in the US-Iran relationship.
