Research On The Behavior Of Grass-roots Government In The Development Of Rural E-commerce

Since the reform and opening up in 1978,Chinese society has undergone tremendous changes.With the deepening of market-oriented reform,the promotion of tax sharing reform,decentralization,land finance and investment promotion,the relatively independent interest demands of grass-roots governments have gradually emerged.They have pursued their own interests to the maximum under the established constraints,resulting in complicated and changeable local government behaviors.On the one hand,local governments can basically represent the interests of the people,actively implement the requirements of their superiors,and promote the economic and social development of the region;However,on the other hand,there are also some disharmonious factors such as " one size fits all"," empty slogans"," forwarding and copying central documents" and " digital fraud",which have aroused public dissatisfaction.Taking the development of local e-commerce industry as an example,this paper studies and discusses the behavior logic of local government in economic development.On the basis of predecessors,this paper first puts forward an analysis framework of grass-roots government behavior pattern.Economic considerations and political considerations constitute the basic motive force of local government actions.There are four permutation and combination relationships between political and economic considerations,which are respectively in line with government economic considerations and political considerations,in line with government economic considerations,not in line with political considerations,not in line with government economic considerations and in line with political considerations,the government’s economic and political considerations are inconsistent.The grass-roots government will make different behavioral strategies according to these four permutations and combinations.In concrete actions,the government will make concrete behavior choices according to the logic of " benefitinvestment".In addition,the opinions and strength of social participants will also have a greater impact on government behavior.In a short period of 3 or 4 years,the e-commerce industry in town a of county f has experienced a process from obscurity to mobilization,to overall prosperity and to decline.This unusual development path has aroused the author’s attention and tried to interpret the government behavior pattern behind it.In the early stage of industrial development,although the development of e-commerce was supported by social participants,it did not conform to the government’s political considerations or economic considerations,so it did not enter the government’s vision and developed silently among the people.During the period of rapid industrial development,the higher political and economic incentives from the higher level have enabled township a government to actively participate in the development of e-commerce.it has always focused on the goal of building " Taobao village",made behavioral choices according to the logic of " benefitinvestment",and treated different groups of people with different strengths differently.However,when the policy direction of the superior changes and the political pressure provided by the superior disappears and the economic benefits are zero,the development of e-commerce does not conform to the political considerations of the grass-roots government or the economic considerations of the grass-roots government.The motivation for the development of e-commerce in Town A disappears,so Town A stops all supporting policies and turns e-commerce into a general industry for management and control.At this time,enterprises and farmers repeatedly expressed their wish for the township government to provide incentives and assistance,but because of their weak strength,they were rejected by the government in the leading party under various pretexts,leaving enterprises and farmers dejectedly.When the favorable tax revenue of the ecommerce industry is revealed again,the development of e-commerce conforms to the economic considerations of the grass-roots government,and the development momentum of Town A is once again stimulated.Because local governments often make behavioral choices according to their own interests,it is easy to lead local governments to excessively pursue short-term benefits and ignore long-term development needs,to excessively concentrate resources,to uneven regional development,to worsen the relationship between the government and the masses,to slow down regional development and other adverse consequences,leading to the deviation of local government’s publicity.This kind of decision-making based on self-interest makes the social governance unable to reach the optimal state,damages the interests and feelings of the people,damages the sustained and healthy development of the regional economy and society,and affects the longterm interests of the country and the nation.Therefore,from the overall and strategic perspective of national and ethnic development,we must deeply understand the huge and far-reaching harm caused by the government’s deviation from publicity,and actively take measures to ensure the realization of the government’s publicity.We must perfect the performance appraisal mechanism of local governments and put an end to the appraisal concept of " regarding heroes as GDP".Establish and improve the social supervision mechanism and accountability mechanism,operate the government’s rights under the sun,and implement the lifelong responsibility system of officials;To improve the influence of citizens on government policies,and to build a diversified assessment system of assessment subjects,etc.to correct the deviation of government publicity.
