The Measures On How To Further Strenghten The Publicity Of Government Power In Our Country

Government power occupies and controls a great amount of resources, acting on all aspects of people's lives. From economic regulation to market regulation and from the social management to the public service, in which Government power plays an vital role. The publicity is the important attribute of Government power and the fundamental basis for Government legitimacy. This paper attempts to sum up the essence of the publicity of Government power through the theories explored from different sources. To analyse the lack performance of the publicity of Government power and the reasons according to related cases. On the basis of these, this paper make some useful attempts and exploration on how to further strengthen the publicity of Government power in our country.The lack of the publicity of Government power expressed as the offside, dislocation, vacancy of government power, improper operation of Government power, the spread of bureaucracy, low administrative efficiency, ignoring the public interest, the suppression of civil individual rationality, corruption, departmental interests enlargement.The reasons for the lack of the publicity of Government power including that the expansion of the power, tendency to self-government power, unclearly defined government functions, inconsistent with authority and responsibility, inadequate administrative accountability mechanisms and supervision mechanism. Because of the performance appraisal system imperfection, the function of it is not obvious. Public finance system is incomplete, the management of public finances chaos. Inadequate development of civil society, aweak social power and anomie of administrative ethics.The measures on how to further strengthen Government power's publicity should include that the law regulate the operation of Government power, restraining power with power. To explore the establishment of the organic unity of the functions of a large sector institutions following the operating rules of the market economy. To improve the administrative accountability mechanisms. To explore the establishment of monitoring mechanisms of Government power and create a transparent and clean government. To improve the government performance evaluation and encourage citizens to participate in evaluation. To improve public policy-making process and improve the quality of social policy. To cultivate civil spirit and broaden the channels for citizen participation. To construct government power ethics. To reflect on public administration in China and strengthen the publicity research.
