With the development of economy,technology and the implementation of intellectual property strategy,the number of intellectual property rights and activities has increased,which led to an increase in intellectual property infringement.In the field of public administration,the number and social activities of NGO are increasingly rich and diverse.At the same time,the intellectual property infringements have also increased.The state and local governments gradually developed the intellectual property credit system,incorporated the information on intellectual property infringement as a record of untrustworthiness into the social credit system,and strengthened the punishment for the infringement.This paper takes NGO as the research subject and conducts research on its intellectual property credit issues.It aims to make up for the current research gap in on NGO credit risk and provide useful reference to intellectual property management practice through the construction of NGO intellectual property credit evaluating index system.The existing literature on the study of intellectual property credit is mostly descriptive qualitative research,lacking quantitative research.There are few intellectual property research studies on NGO.Therefore,based on the research gap,this paper conducts quantitative research on intellectual property credit evaluation of non-governmental organizations.Based on relevant literature and policies,this paper constructs a non-governmental intellectual property credit evaluating index system from three aspects:willingness,ability and behavior.The Delphi method and the analytic hierarchy process are used to calculate the index weights of the three types of first-level indicators,eight types of secondary indicators and 27 three-level indicators,and eventually form a systematic NGO credit evaluation index system.This study selects the Shanghai Charity Foundation as an empirical sample and fuzzy evaluation is used to verify the rationality of the indicator system.Finally,this paper also puts forward suggestions for improving the construction of NGO credit evaluation system.
