Credit is the faith of promise and the fulfillment of agreement.Credit is not only the requirement of personal moral character,but also the basis of orderly operation of society.Market economy is both a rule of law economy and a credit economy.The construction of credit system plays an important role in the efficient operation and orderly development of market economy.For this reason,many countries with developed market economy have constructed perfect social credit system to maintain market order and promote social and economic development.Compared with de'veloped countries,the construction of social credit system in China started late,and the construction of credit system in the field of intellectual property is just beginning.It is necessary to build a credit system in the field of intellectual property.In the era of knowledge economy,the role of intellectual property in economic development is increasingly prominent,and the phenomenon of intellectual property dishonesty occurs frequently.Perfecting intellectual property law system and increasing the crackdown on intellectual property dishonesty is an important way to reverse the bad social atmosphere,but building a long-term and low-cost intellectual property credit system is also a necessary means to strengthen intellectual property protection.The intellectual property credit system can disclose the credit situation of relevant enterprises or individuals,warn and prevent the dishonest behavior,and also play an educational role,so that enterprises attach importance to the role of intellectual property in the development of enterprises.Moreover,the construction of intellectual property credit system can improve the environment of intellectual property system,encourage the creation of intellectual property,strengthen the operation,protection and management of intellectual property,and promote the development of intellectual property.At present,a few developed countries have established intellectual property protection system and intellectual property credit standards,but no special intellectual property credit system has been established worldwide,so the construction of intellectual property credit system lacks practical experience for reference.On the basis of policy support,many local governments in China have made bold attempts in this field and have achieved some results.However,in order to build a perfect intellectual property credit system,there are still many theoretical and practical problems to be solved.This paper mainly studies the construction of intellectual property credit system,which is divided into the following four parts.The first part mainly discusses the basic theoretical issues of intellectual property credit system,introduces the concepts of credit,social credit system and intellectual property credit system,discusses the relationship between intellectual property credit system and existing social credit system,and analyzes the value of constructing intellectual property credit system.The second part mainly discusses the legitimacy of constructing intellectual property credit system in our country.From the perspective of practical necessity,this paper introduces the manifestations,harms and causes of intellectual property dishonesty,and analyzes the significance of constructing an intellectual property credit system to solve the problem of intellectual property dishonesty.From the perspective of theoretical proof,this paper analyzes the significance of the construction of intellectual property credit system for the perfection of intellectual property system environment.From the perspective of construction feasibility,this paper introduces the construction background and research status of intellectual property credit system at home and abroad,which shows that it is reasonable and feasible to construct an intellectual property credit system in China.The third part mainly discusses the content of intellectual property credit system.From the perspective of constituent elements,this paper analyzes the applicable subject,evaluation criteria and credit support mechanism of intellectual property credit system.From the perspective of specific content,this paper introduces the four components of the intellectual property credit system,including credit investigation and information sharing system,credit evaluation and rating system,credit supervision system and credit culture education system.The fourth part mainly discusses the concrete thinking of the construction of intellectual property credit system.The construction of intellectual property credit system should not only be based on legal system,supported by the construction of relevant mechanisms,but also need the promotion of cultural awareness of the whole society.It requires not only the government's leadership but also the public's participation.China should establish a credit system of intellectual property rights with market-oriented operation and socialized service to restrict the behavior of market subjects,standardize market order and encourage the protection and development of intellectual property terms of cultural construction,we should strengthen honesty education and intellectual property cultural education,establish a good awareness of intellectual property credit,enable people to consciously abide by the intellectual property credit system,and enable social economy to operate effectively.
