Research On America Export Control Policy System Of Aerospace Technology To China

Aerospace technology has always been an important item of US export control,with cutting-edge,sensitive and dual-purpose.The object of this paper is the US policy system for export control of aerospace technology to China,which aims to comprehensively show what constitutes this system.Currently,relevant domestic research either focuses on the introduction and analysis of the detailed adjustment of regulatory policies,or focuses on the discussion of US satellite export control policy reform.There is still a lack of special and holistic research on the US export control policy system of aerospace technology to China.This paper decomposes and constructs the system from the perspective of public policy system theory.This policy system is decomposed into multiple elemental systems such as policy environment,policy subject and object and policy tools,and these element systems are analyzed from different perspectives.Furthermore,the operation process of the system is described from two aspects:regulatory policy adjustment and export control process.Through these studies,the US export control policy system of aerospace technology to China has been basically clarified.Finally,this paper makes a summary review and outlook,including the problems of the export control policy system,the effect of the policy,and the reference based on the comparison between China and the US.This paper is an attempt to apply the policy system theory to the export control system,and makes up for the lack of research on the US export control policy system of aerospace technology to China.And through systematically researching the US aerospace technology export control policy to China,in an attempt to enhance China's understanding of US technology trade control issues,and provide reference for China's aerospace industry development and export control system reform.
