Research On Government Supervision Of Universal Service In Telecom Industry In Xinjiang

Since the “Thirteenth Five-Year Plan”,the overall development of the telecommunications industry in Xinjiang has been running smoothly,the industry has undergone accelerated transformation and upgrading,and the network speed-up and fee-reduction has achieved phased results,the construction of information and communication infrastructure has accelerated,and the communication capacity has been steadily improved to promote economic development and society in the region.Stability has made outstanding contributions.However,in recent years,with the gradual deepening of China's comprehensive reforms,the telecommunications industry has gradually transitioned from monopoly to market-oriented comprehensive competition,losing its original government support and protection policies.The telecommunications industry has lost its original lubricant and soil.The universal service field in the telecommunications industry has become the hardest hit by “market failure”.This paper takes the government supervision of telecommunications universal service as the research focus,and takes the Xinjiang Uygur Autonomous Region as the research object.This paper focuses on the analysis of the status quo of the universal service development in the national and Xinjiang telecommunications industry,and further on the problems existing in the universal service field of the Xinjiang telecommunications industry under the new situation.Analyze and analyze and summarize the achievements and experiences of the government's supervision of telecommunications universal service in developed countries.According to the advanced methods and experience of developed countries,combined with the actual development of Xinjiang Telecom's universal service,it proposes countermeasures to promote the universal supervision of Xinjiang telecommunications industry.The proposal is to establish a legal system for the general supervision of the telecommunications industry to serve the government;to establish a universal service supervision system for the modern telecommunications industry;to establish a telecommunications universal service fund system;to build an independent service telecommunications industry universal service supervision system;to create a professional and efficient telecommunications industry universal service government Supervise the talent team;establish and improve the accountability mechanism for administrative responsibility.
