In recent twenty years,as a new form of cross-border trade electronic commerce develop rapidly in the field of international trade.At the same time,it has become a hot topic as to how to effectively the cross-border e-commerce trade law regulation in today's international community.As the regulation of cross-border e-commerce involves tax,data and information across borders,protection of the rights and interests of consumers,network security and so on,relevant international organizations and countries has achieved fruitful results in the process of perfecting the cross-border e-commerce regulation.Although as the fastest growing country in the field of cross-border e-commerce in the world,the relevant supervision lag behind what it ought to be.In recent years,with the establishment of comprehensive experimental zones of cross-border e-commerce,legislation on this field gradually develop,there is an urgent need to perfect the regulatory rules of our country,s cross-border e-commerce.Therefore,based on the analysis of the necessity of cross-border e-commerce international regulation,and of the evolution of the relevant international regulatory rules,this article start from three perspectives,i.e.promoting trade liberalization and facilitation,protection of rights and interests of private rules and dispute settlement rules,and compare the relevant practice in the free trade agreements of China and that of WTO,CPTPP and other international rules,and finds out the gaps.Through the analysis of the applicability of relevant regulation rules of CPTPP and WTO rules to China,this article puts forward relevant suggestions from both domestic and international levels,including but not limited to the balance of trade freedom and the protection of personal information,to improve the complaints and handling mechanism of cross-border e-commerce parties,to promote the formulation of comprehensive laws on cross-border e-commerce;temporary non-tariff on electronic transmission,to strengthen the protection of users'personal information,to improve the dispute settlement mechanism.
