Research On Some Letgal Issues Of Home Schooling

Home education as a new form of education,its emergence can alleviate part of the problem of pupils who can not go to school but to choose home education because of their physical and mental health or other objective reasons.This form of education can meet the need of educational rights of home-educated groups.At present,the legitimacy of such education is also recognized by law to some degree.However,it should be noted that the legal system for such education is not yet complete and there is a lack of a reasonable and standardized reulatory system.From this point of view,we should supplement the status of home education in school education effectively,add the content of home education in relevant laws and regulations as soon as possible,and introduce a series of supporting policies to regulate it.The purpose of this study is to sort out the concept of home education,analyze the existing problems in home education,and draw lessons from the experience of home education development in the United States and Taiwan of China and this paper puts forward specific measures to establish a legal regulation system for home education in order to ensure its full implementation under the premise of clear legal norms.This paper consists of five chapters:Chapter 1,the Introduction:On the basis of discussing the background,theoretical basis and existing research,the purpose and significance of this study are clarified by analyzing the shortcomings of existing research.This chapter expounds the methods used in the research,and seeks effective help for the writing of the paper.Chapter 2:This chapter summarizes the connotation and development of home education,concludes the programmatic definition of home education based on the characteristics of home education,introduces the types of home education.distinguishes home education from family education,and finally introduces the origin and development of home education.Chapter 3:Firstly,this chapter clearly points out that there are many advantages in home education in China.Secondly,it analyses and summarizes the existing problems of home education in China,mainly including the problems of home education and legal problems as well.Chapter 4:In this chapter,the present situation and experience of home education in the United States and Taixwan of China are used for reference.On the basis of analyzing and exploring the problems,it seeks effective solutions to the problems by drawing lessons from the current situation and experience of home education development in the United States and Taiwan of China.Chapter 5:It provides some specific measures for legal regulation of home schooling,including the regulation of home schooling's objects,the access system of home schooling,the daily supernision of home schooling,the evaluation of home schooling and the establishment of exit mechanism of home schooling,so as to perfect the legal regulation system of home education.
