Research On The Setting Mode Of Administrative Responsibility List

The administrative responsibility list system is the governance method adopted by China to further regulate public power,promote the positive action of public power,improve the government's governance ability,promote the government's transformation of roles,successfully transform,build service-oriented government,limited government and rule of law government,and improve governance.Ability is of great importance.In this context,the Yunnan Provincial Government led the lower-level government in 2015 to begin the construction of the powers and responsibilities list.According to the requirements of "two-synchronization and four-level synchronization",the pilot program was first introduced,and the template was fully implemented.Set up the work.In the existing practice of implementing the administrative responsibility list system in Yunnan Province,two batches of administrative responsibility lists were completed and released on June 22 and October 20,2015,respectively.However,there are some unavoidable problems in the implementation of the administrative responsibility list system in Yunnan Province.The legislative blanks for setting rules,the lack of specific operational guidance,and the vacancies in typical cases lead to the lack of responsibility content and the independent value of responsibility in practice.It shows weakness,and there is still room for improvement in the rule of law.The first part of this paper elaborates the background of the administrative responsibility list,studies the significance,and expounds the domestic research status of the system in chronological order.The second part describes the related concepts and theoretical doctrines of the administrative responsibility list,and then discusses the problems in the practice process of the Yunnan administrative responsibility list system from the four aspects of setting the main body,setting basis,setting content and procedures,and analyzing Yunnan Province.The reason for setting the "one meter and two orders" mode is to further indicate the reasons,basis and significance of the list of administrative responsibility independent of the list of administrative powers,and how to construct the above four aspects from the perspective of the rule of law in the independent setting mode.In response,we strive to incorporate the construction of the administrative responsibility list system into the rule of law,so as to provide the rule of law experience for the establishment of an efficient and functioning service-oriented government.
