The Construction Of Accrual List System In Perspective Of Government's Power Supervision

Improving the list of powers and responsibilities is a systematic reform responding to the call of the times and following the development of the economy.It's goal is to transform government functions,properly handle the relationship among the government,market and society,streamline administration and delegate powers,and then improve the establishment of the government's system.Nationally,Anhui province take the lead in building the power system as well as the responsibility system and Ling bi becomes the first to put forward the construction of the list of powers and responsibilities and the list of the public service about the township-level in the whole province,which makes steady progress but still needs to go further.It is involved with many industries and fields,and related to the livelihood and real benefits of our people.This paper starts further study of the powers list system construction,the basis of the theory and practice through the list of powers and responsibilities,it finds out some problems,and introduce examples to prove successfiul experience of western countries.Through the construction of supervision system,it builds the list system in law environment,timely response to the masses concerned etc.Finally,it puts forward countermeasures to enhance the level of legalizing powers and responsibilities list.It only hopes that through setting up the "one-stop service",to realize the online interactive platform and to make it falls to ground.It clearly and strictly define the scope of the governmental power operation and supervision to extend the discretion scope "designated area".Anhui provincial government puts forward the construction of "3+ 2" government's power and responsibility list,in order to perfect the service systern and improve service standards.The government not only makes the list of public service and intermediary service,but also clears the standards and legal basis,by clearing transaction process to change political workers' role from "management philosophy" to "servant".By constantly improving the system of government's power operation mechanism to ensure,the dream will come true.By analying Ling bi's list of powers and responsibilities to summarize that the basic rule of accrual list system and experience,in the perspective of power supervision as the breakthrough point,building the list to strengthen the application and extend "the last kilometer" .
